This position is located with the Bureau of Indian Affairs, Northwest Region, Deputy Program Manager-Trust Services, Division of Probate and Estate Services in Portland, Oregon and Vancouver, Washington.

Duties
Manage the agency probate program and review of probate operations.
Provide expert level technical program guidance in administration and maintenance of probate program.
Makes recommendations in planning and implementation of probate program, including budget and procurement.
Serves as a program reviewer of regional probate offices.
Provide technical direction and response to agency staff, coordination with attorney-advisors in the BIA and to the Administrative Law Judges in the Office of Hearings and Appeals (OHA), US. Dept of the Interior.
Examines legal documents for the purposes of ascertaining ownership status of assets, land and resources held in trust or restricted status.
Supervise work assignments of staff ensuring that employees comply with policies, procedures or regulations concerning leave, travel, procurement, safety, equipment, and employee conduct.
Manage program budget and ensure compliance with procurement rules.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0901.
GS-12: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-11 grade level in the Federal service (obtained in either the public or private sector). This experience must include but is not limited to performing work on complex probate cases utilizing knowledge of real and personal property, legal principles and legal documents governing probates of Indian trust and restricted lands.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
