The primary purpose of this position is to administratively support, improve, and manage one or more environmental programs under the guidance and supervision of senior environmental protection specialists; to perform highly technical field work under normal supervision; to assist environmental program managers as required.
Duties
The employee administrative supports, improves, and manages one or more environmental programs by organizing, evaluating, and coordinating the program(s).
Facility Operation/ Execution: Responsible for the overall receipt, storage, and disposal of regulated and non-regulated waste processed through the Solid Waste Convenience Center.
Operates required equipment and forklift. Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment.
Documentation: Maintains and creates a variety of facility records and related reports. The employee participates in meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, and commercial organization.
Training: Provides technical guidance to JB CHS personnel involved in the receipt, storage, handling, accounting, and disposal of Solid waste streams. The employee assists installation environmental program managers in the performance of their duties.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- May be required to serve as a member of the Emergency Response Force during exercises or in the event or an actual emergency.
- May be required to obtain job-related certifications such as Hazardous Waste Operations and Emergency Response (HAZWOPER), DOT, I-IAZWASTE, and/or Risk Management Plan (RPM).
- Use of Special safety precautions such as protective clothing and gear are necessary.
- Employee will be required to operate a forklift and other material handling equipment.
- A South Carolina Commercial Driver's License, Class A with Hazmat/Tanker endorsement is required for this position.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (Cont'd)

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: knowledge of established principle and procedures applicable to duties in one or more program area sufficient to solve standard problems involving routine aspects of environmental protection; knowledge of applicable Federal, State, and local environment laws, regulations, and precedent decisions governing operations and construction projects on the installation, and other guidance to make recommendations concerning assigned compliance projects; practical knowledge of occupational Safety and Health Administration, Air Force Occupational Safety and Health, and Federal regulations.

EDUCATION: Successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D. NOTE: You must submit a copy of Transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of established environmental protection principles, concepts, and methods of environmental protection program work to perform a variety of duties involving the management, coordination, monitoring, oversight, or evaluation of routine programs, projects, or activities.
2. Knowledge of recognized reference standards, regulatory requirements, and pertinent statutes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers.
3. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment.
4. Skill in conducting routine environmental compliance inspections.
5. Ability to establish effective working relationships with others and work cooperatively as a member of a team.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
