The primary purpose of this position is to serve as the 437th Maintenance Group (MXG) Environmental, Safety, and Occupational Health Specialist and focal point for Environmental compliance, Safety, and Occupational Health programs. To provide quality assurance monitoring of the chemicals used in the aircraft maintenance complex; also, to provide analysis and other things.

Duties
Administers one or more environmental programs by planning, developing, organizing, evaluating and coordinating the program(s).
Reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract or in-house in support of environmental programs.
Represents the Installation at meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, and commercial organizations.
Manages internal environmental inspections. Supports management in developing internal environmental inspection checklists and schedules.
Assists installation environmental program managers in the performance of their duties.

- May be required to obtain job-related certifications such as HAZWOPER, DOT, and RCRA {list not inclusive}.
- Use of special safety precautions such as protective clothing and gear are necessary. May be required to work at-heights IAW AFI 91-203, Chapter 13.
- The employee is required to obtain and maintain an appropriate security clearance as a condition of employment.
- May be required to obtain and maintain Government Purchase Card (GPC) account to support organizational financial requirements. Reconcile account as required.
- A valid motor vehicle operator’s license is required to drive an automobile to and from housing units, on and off base.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Environmental Protection Specialist Series 0028.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of principles and procedures applicable to a wide range of duties in one or more program areas sufficient to solve complex problems involving diverse aspects of environmental protection; make significant modifications to established methods, procedures, and approaches to solve problems; and revise standard methods to improve or extend environmental administration or management systems. Knowledge of applicable Federal, State, and local environmental laws, regulations, integration principles and practices, licensing/permit requirements, and precedent decisions governing operations and construction projects on the installation, and other guidance to make decisions and recommendations concerning assigned compliance projects. Knowledge of Occupational Safety and Health Administration, Air Force Occupational Safety and Health, and Federal regulations. Knowledge is typically acquired by adhering to/enforcing safety practices in the work environment.

EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Environment Engineering, Physical Science, Biological Science like education. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Broad knowledge of environmental protection principles, practices, techniques, procedures, laws, regulations, and current
legislative issues to effectively perform project development, execution, training, and advisory services on assigned projects.
Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects, and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines.
Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment.
Skill in conducting environmental compliance inspections.
Ability to establish effective working relationships with others, and work cooperatively as a member of a team.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
