The position is located in the Office of the Pathology and Laboratory Medicine Service Line at the John L. McClellan Veterans Memorial Hospital Little Rock, Arkansas. The Pathology and Laboratory Medicine Service Line (PLMS) is comprised of many sections: including Anatomic Pathology, Blood Bank, Chemistry, Hematology, Microbiology, Molecular, Histology, Cytology, and Phlebotomy.

Duties

Duties include but are not limited to: Makes recommendations to the Pathology and Laboratory Medicine Service Laboratory Manager regarding operational activities of the Service Line. Conducts studies/special projects of the mission, function, manpower, clerical operations and allocation. Responsible for preparing, compiling and validating special reports for PLMS. Included in these are: Annual Management Briefing, Budget Briefing, Service Level Planning Report, DSS Reports, VISN 16 PLMS Reports, Equipment/Supply Reports, and Budget Fund Controls Reports. Provides advice and guidance on the interpretation of administrative directives and instructions. Researches regulations, policies and Standard Operating Procedures to develop recommendations for presentation to managers, supervisors, etc. Advises personnel of revised policies and procedures consistent with such directives. Organizes and maintains files and records, manuals, handbooks, and other related materials. Coordinates formulation of recommendations to improve PLMS operations, which are consistent with the Quality Improvement Plan. Acts as the Records Management Liaison for Anatomic Pathology Laboratory Service. Requisitions office supplies, equipment, and publications, and performs similar office maintenance duties, including delivery and reconciling shipment contents once deliveries are completed (Purchase Card Holder). Serves as a Primary or an Alternate TL Timekeeper for PLMS in the VA Time and Attendance System (VATAS). Serves the Pathology and Laboratory Medicine Service Line (PLMS) as an advisor, analyst, contracting officer's representative and planner for the delivery of the health care services within PLMS. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00 am - 4:30 pm (subject to change based on the needs of the agency) Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: NOTE: This experience must be supported by your resume to be creditable and must include job title, duties, month and year start/end dates AND hours worked per week. Utilizing time and leave reports to accurately. Managing payroll functions within a department. Gathering of data to identify procedural problems affecting the workflow, work distribution, organizational structure, or administration, to make -Recommendations on developing or revising policies. Planning or operating procedures ensuring administrative programs function or process accurately and preference on applicants who has entry level experiences in government contracts. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education OR have a bachelor's degree with superior academic achievement. This education must have equipped me with the knowledge, skills and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. NOTE: Official/unofficial transcripts must be submitted with your application or your application will not be reviewed. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience equivalent to at least the GS-5 grade level but less than one year, and you have some graduate level education but less than one year. You must compute the percentage of the requirements that you meet, and the total is at least 100% of the requirement for the GS-7 grade level. For GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: Utilizing time and leave reports to accurately manage payroll functions within a department, applying analytical techniques (such as: task analysis, work simplification, work-flow charts, workload measurement, Veteran/customer/patient feedback, educational and growth opportunities, communication strategy and trend analysis) to Identify procedural problems affecting Team Experience, Customer Service, Employee Well-Being, organizational structure, or administration, to develop, or revise policies, plans or operating procedures to ensure that administrative programs function or process accurately and possessing experience with government contracts. NOTE: This experience must be supported by your resume to be creditable and must include job title, duties, month and year start/end dates AND hours worked per week. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Official/unofficial transcripts must be submitted with your application or your application will not be reviewed. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed some graduate level education (in excess of the first year or 18 semester hours) and some specialized experience equivalent to at least GS-7 grade level but less than one year to meet the total experience requirements for this position. You must compute the percentage of these requirements that you meet, and the total is at least 100% of the requirement for the GS-9 grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Physical Requirements: The work is sedentary in nature. Work requires some walking, standing, bending and carrying light items such as books and papers. The work requires sitting for long periods of time and performing work on various computer programs. The position will also require walking between the points of supply delivery to the area of supply receipt. This may involve lifting boxes of supplies that may weigh up to 20 pounds.
