This National Guard Excepted Service position is for a Primary Prevention Specialist, Position Description Number T0029P01 and is part of the DCARNG Headquarters with the District of Columbia Army National Guard.
This position implements and supports integrated prevention programs; identifies, implements, assesses public health-informed, and evidence-based prevention policy, practices, programs, and processes.
Duties
This position serves as the implementer of the Integrated Primary Prevention (IPP) Program. Due to the specialty nature of these roles this position reports to the Joint Force Headquarter Primary Prevention Officer. The primary purpose of this position is to implement and support integrated prevention programs. It collaboratively identifies, implements, and assesses public health-informed and evidence-based prevention policy, practices, programs and processes. Supports healthy climate/culture to eliminate harassment, sexual violence, family violence and self-directed harm using a public health perspective and socio-ecological theoretical lens. This involves an integrated, multi-agency, and collaborative approach with other Wings/Regions, Joint Force Headquarters (JFHQ), and local programs with a nexus to integrated primary prevention (IPP) efforts.
The Primary Prevention Specialist:
Serves as the point of contact for harm and abuse prevention programs and activities; provides program coordination and serves as the subject matter expert for the Wing/Region IPP program.
Supports inter- and intra-personal violence prevention efforts and programming through the Wing/regional leadership advisory committees, boards and working groups.
Serves as the Wing/Region liaison for local military and civilian agencies to promote timely information exchange, coordinate collaborative prevention efforts, and establish resource links and community partnerships.
Responsible for developing and overseeing healthy climate, resiliency, risk reduction activities, trainings, and communication campaigns within the Wing/Region.
Recruits, trains, and facilitates military volunteers for prevention activity implementation. Provides technical oversight to service members (DSG/M-Day) within the Wing/Region who are assigned to perform integrated prevention activities at the Unit level.
Performs other duties as assigned.

Requirements
- Federal employment suitability as determined by a background investigation.

- Must be able to obtain and maintain a Secret security clearance; must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; an appropriate valid driver’s license is mandatory.
- Participation in direct deposit is mandatory.
- This position is subject to provisions of the DoD Priority Placement Program.
Qualifications
To qualify you must have appropriate experiences that demonstrate you have acquired knowledge in one or more of the behavioral and/ or social sciences equivalent to a major in the field. Your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of this position. Experience will be evaluated based on duties performed rather than strictly on length of time alone.
GENERAL EXPERIENCE:
A Degree that included at least 24 semester hours of course work in the behavioral or social sciences, or in related disciplines.
Or combination of education and experience that provided with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work.
Or four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: Have a minimum of 24 months experience, education, or training equivalent to at least the next lower grade level in the Federal Service, or equivalent specialized experience in the Private or Public Sector in the normal line of progression for the occupation of Primary Prevention. Must have knowledge of the organization and its mission. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations. Experience in statistical measures and data analysis, public speaking and training large groups are preferred.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
OTHER REQUIREMENTS:
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
The position is required to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Must possess a Secret Security clearance or be able to obtain one within one year of appointment.

Education
- A Bachelor's Degree in one or more of the social or behavioral sciences or experience that has given the applicant knowledge of one or more of the social or behavioral sciences equivalent to a Bachelor's Degree.
- Substitution of Education for Specialized Experience is allowed: Education may be substituted for specialized experience with a Master's or equivalent Graduate Degree or 2 full years of progressively higher-level graduate education leading to such a degree in the behavioral or social sciences fields, or in related disciplines which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position (you must attach a copy of your official transcripts).
