The primary purpose of this position is to serve as a Program Analyst providing planning, directing, organizing, formulating and supporting the administrative analytical and evaluative work related to programs, financial management and planning of operations and organizational efficiency/productivity as applied to aspects of Defense programs for the Mission Partner Capabilities Office (SAF/CDMX).
Duties
Analyzes, develops and evaluates a variety of detailed plans, goals, and objectives for long-range implementation of capabilities in support of SAF/CDMX efforts to meet strategic objectives at the national and international level.
Develops key planning documents derived from leading Operational Planning Teams (OPTs) to achieve strategic outcomes for sharing information with Mission Partners.
Prepares and delivers oral presentations such as briefings of conclusions, training sessions, consultation, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in programs/capabilities.
Represents SAF/CDMX at Undersecretary of Defense, Joint Staff, Combatant Command, Military Department, Interagency government organizations, and other stakeholder meetings, working groups, and conferences.

- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a complex, range of concepts, principles, and practices in a professional or administrative occupation. Complete understanding of the SAF/CDM mission and strategies, and the Mission Partner Capabilities Office (SAF/CDMX). Applies experimental theories and new developments to problems not susceptible to treatment by accepted methods and makes decisions and recommendations that significantly change, interpret or develop important policies and programs. A high degree of written and verbal communication skills are required to effectively communicate with senior level leadership within DOD, and external stakeholders. Skill in managing and coordinating complex activities in order to control a variety of projects and actions that occur concurrently and are broad, comprehensive, and requires various stages to complete. A high degree of ability to plan, organize, and assign time-critical projects and assesses results in a fast-paced energized office environment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of DoD and USAF organizations, associated legislation, policies, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to unique and sensitive situations in the Mission Partner Environment (MPE) ecosystem and the relationships between the US and Allies/Partners.
Extensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates in order to adequately provide support.
Extensive knowledge relating to operational planning within the Joint Operational Planning Process (JOPP) and the Military Decision Making Process (MDMP), and common project management practices, procedures, regulations, precedents, guidelines, concepts, principles, and practices. Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Extensive knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the planning process.
Knowledge of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems.
Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is designated as a key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
