The primary purpose of this position is to serves as a Program Analyst formulating and supporting the administrative, analytical, financial and evaluative work related to programs, financial management and planning of operations and organizational efficiency/productivity as applied to aspects of Defense programs, policies and concepts.

Duties

Serves as the technical expert, advisor, consultant and authority on program management for planning, programming, budget policies, guidelines, and processes. Applies operations, analytic and program management expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, (within fiscal constraints) regarding planning, security, programming, methodology, and resource control in support of prospective CDM efforts at both the national and international level. Senior Program Analyst in charge of managing and developing new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of mission, operational plans, and program/project implementation/execution. Analyzes the effect of high level decisions (e.g., Service Secretary Staff/OSD), on the overall Planning, Programming, & Budgeting System (PPBS) processes, developing changes in areas where necessary and preparing justification rationales to support the changes. Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Prepares reports, responses to queries, justifications, and background papers on the technical, operational, and financial aspects of areas of expertise and assignment. Represents the organization on working groups, steering groups, or other meetings, conferences, seminars, etc. Maintains continuous liaison with other Senior Staff, other service headquarters counterparts, and DOD and Agency offices to integrate CDM priority support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Education and/or expert level of experience within the Management and Program Analysis Series field, as it applies to RDTE projects and efforts within the intelligence arena is desired.
  • A comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.
  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606.
  • PCS expenses will be paid by the gaining unit.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes performing a mastery of advanced management and organizational principles and practices within the Defense programs that supports operational/readiness requirements; comprehensive knowledge of the Federal, DoD, and Air Force Planning, Programming, Budgeting and Execution process (PPBE) and thorough knowledge of Air Force and the DoD strategic goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary trade-offs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive level of knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers. 2. Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of the various entities involved in overall planning and execution of complex procedures and techniques for testing and evaluating unique one-of-a-kind applications and the methods in which the PPBS process supports them. 4. Expert level knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing operations utilizing diverse support structures and inter-agency cooperation on advanced concepts, principles and practices such as Surveillance & Reconnaissance systems; Special Communications; Information Operations; Collection Management and Operations; Research, development, test and engineering; Systems integration; Cyberspace Operations; Cyberspace information assurance and security systems; Information Systems; Foreign Language Exploitation; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Extensively skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. Mastery in establishing and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
