Receives all facility mail from external sources, US Postal Service (USPS), United Parcel Service (UPS), Federal Express (FedEx), etc. Varies among the different carriers but generally requires employee signature acknowledging receipt. Signed receipt for these materials places personal responsibility upon the incumbent for the control, safety, timely and accurate delivery of the mail piece(s) within the facility.

Duties

Duties may include: Process incoming and outgoing mail by assigning the appropriate mail routing codes, and operate a variety of office and mail equipment such as FedEx, UPS, USPS, DHL, computers, printers, mailing machines, mail meter machines, and several weight scales. Operate a variety of equipment to fold, insert, seal, and meter outgoing mail. Set up, operate adjust and monitor the mail processing machines. Operate government vehicles to pick-up and deliver mail, supplies and interoffice mail. Ability to utilize a variety of programs to access mail/package reports. Ability to utilize fairly complex USPS addressing interface program to verify addresses on a routine basis and prior to all mass mail-outs. Perform routine safety and maintenance checks on the vehicle Ensures metered mail machine contains appropriate amounts of postage to ensure no interruptions to mail service, notifying appropriate personnel within mandated time frames to allow sufficient time to have postage added to machine. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Screens outgoing materials to assure that they are in proper format and addressed in accordance with appropriate regulations; returns mail or contacts originator to resolve errors or discrepancies. Process material which requires special handling such as selecting most expeditious route for special or urgent delivery or handling. Perform clerical and/or support work, operate computer systems and responsible for maintaining different types of mail tracking sheets, and accountable mail logs. Collects and distributes mail to internal staff throughout the organization. Ability to Drive Safely (Motor Vehicles). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. You will be rated on the following Competencies for this position: Communications and MediaDistributed SystemsOperate Safely (Non-Motor Vehicle)Vehicle Operation Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position places several physical demands upon the incumbent. Delivery routes require walking and traveling outside between buildings in all types of weather. The incumbent is required to move wheeled postal hampers weighing up to 80 pounds. Incumbent is required to individually lift and place parcels weighing up to 50 pounds and with assistance, parcels weighing up to 70 pounds. Work requires standing and walking for extended periods. There is also some physical exertion necessary to set up, operate, and monitor the operation of reproduction equipment. Incumbent lifts, on a recurring basis, a variety of moderately heavy materials and supplies. Work Environment: Work is generally performed in lighted, heated and air-conditioned facilities, but the incumbent may have exposure to inclement weather conditions during delivery of mail. Work also involves moderate risks such as high noise levels, ink, solvents, lubricants and/or chemicals when working with reproduction and other equipment. Mail sorting involves a moderate risk of contact with hazardous materials/substances.
