About the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the United States. This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years.

Duties

Operate under the administrative supervision of the Director of the Reemployed Annuitants Office and provide emergency support to the agency's missions on an as needed basis. Prepare a variety of reports by conducting research, field investigations, lab analysis, and library research, regarding the natural disaster/emergency. Set up and maintain a morgue to house the remains of those individuals who did not survive the natural disaster/emergency. Investigate the best method to handle the remains of any deceased individuals whose final resting place or artifacts may have been disturbed. Determine the value of destroyed crops, facilities, etc., for reimbursement to affected individuals. Conduct engineering and/or physical investigation of natural disaster and/or emergency projects. Establish facts and maintain data concerning the natural disaster and/or emergency. Work with a variety of individuals to determine the most appropriate methods to accomplish the natural disaster and/or emergency mission. Coordinate assigned portions of natural disaster and/or emergency studies with federal, state, and local governments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must be prepared to live and work in extremely austere conditions.
  • Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.

Basic Requirement for Natural Resources Program Manager: Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes setting up and maintaining a morgue to house the remains of those individuals who did not survive the natural disaster/emergency; investigating the best method to handle the remains of any deceased individuals whose final resting place or artifacts may have been disturbed; conducting physical investigation of natural disaster and/or emergency projects; establishing facts and maintaining data concerning the natural disaster and/or emergency; and working with a variety of individuals to determine the most appropriate methods to accomplish the natural disaster. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
