The primary purpose of this position is to operate a variety of gasoline, diesel, or electric powered wheeled vehicles typically having a gross vehicle weight (GVW) of more than 33,000 pounds. Operates Material Handling Equipment (MHE) including 10K AT forklifts and 25K/Next Generation Service Loader (NGSL) 60K (Tunner) Loaders.

Duties

Drives a variety of vehicles/equipment, such as pickup, panel, flatbed trucks and forklifts, buses, and various conveyors. The max gross vehicle weight exceeds 33,000 pounds. Operates Materials Handling Equipment (MHE) including 10K AT forklifts and 25K/60K Loaders Operates one or more electric, LPG, or diesel powered fork lift trucks which are capable of lifting loads of less than 10,000 pounds as high as 168 inches to facilitate loading and unloading duties Miscellaneous operator duties. Performs operator maintenance, such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation Provides the full range of passenger services in the terminal. Posts information concerning flight arrivals, departures, aircraft configuration, etc.

  • The duties of this position meets all requirements as a category 4 designation.
  • Position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position. Will be required to obtain and maintain a line-badge to operate on an active aircraft flight-line
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
  • Position requires the ability to discern colors, contrast, and depth
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours
  • Must be able to obtain and maintain the appropriate security clearance. Employee must be able to communicate effectively in English, both spoken and in writing
  • This position has been identified as “Inclement Weather Essential.
  • Unless otherwise notified, employees identified as being Inclement Weather Essential personnel are expected to report to duty when base leadership has declared “Minimum Manning” due to inclement weather
  • It is understood that additional employees may be recalled as needed for mission accomplishment
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release
  • Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a Motor Vehicle Operator (Forklift Operator) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of operating a variety of gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 32,000 pounds such as truck tractors with semi or full trailers, or heavy load in-line trucks Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo and knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and fork lift operation Knowledge of operating one or more electric, LPG, or diesel powered fork lifts typically capable of lifting less than 10,000 pounds as high as 168 inches Ability to judge road/traffic conditions and read installation maps to determine the shortest and safest route, and meet pickup and delivery deadlines and schedules, while operating motor vehicles; and to judge aisles, doorways, loads and load balance, and operate controls to maneuver fork lift trucks. Ability to interpret instructions, specifications, etc. related to motor vehicle, fork lift, and power take-off unit operation and preventive maintenance Knowledge of the full range of passenger processing for both incoming and outgoing passengers and knowledge of travel regulations, instructions, and other guidance regarding passenger travel Skill in communicating orally to individuals and groups, and ability to work with others in a customer service environment PHYSICAL EFFORT: The physical requirements of this position as determined by the manager are: Works on hard surfaces and in work areas that require standing, stooping, bending and working in tiring and uncomfortable positions. May lift and carry weights up to 40 pounds. May handle heavier items with weight lifting equipment or with assistance from other workers. Work requires light to moderate physical effort in reaching, bending, turning or moving hands, arms, feet, and legs to operate hand and foot controls while driving, raising, lowering and tilting forklift trucks. Subject to possible strain caused by vibration of forklift trucks. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire. Long periods of standing. WORKING CONDITIONS: Drivers work mostly outside and operate vehicles in all kinds of weather primarily on the installation. Drivers are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
