The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work associated with aircraft fleeting, for any of the three shifts within Fleet Services, a 24 hour, 7 day a week operation.

Duties

- Performs work planning responsibilities for controlling the fleeting and de-fleeting of AMC and other transiting aircraft authorized AMC terminal support - Performs work direction responsibilities - Performs administration responsibilities - Applies Equal Employment Opportunity (EEO)/Equal Opportunity Treatment (EOT) principles and requirements. Drives one or more types of medium trucks. - Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Performs dispatcher duties.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Must obtain and maintain a SECRET security clearance
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • The duties of this position meets all requirements as a cat4 designations and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve an CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of more than 10,000 and up to 33,000 pounds based on applicable vehicle/equipment Technical orders such as platform trucks, van trucks, stake trucks, latrine servicing trucks, 5K/NSGL loaders, 250 gallon water trucks, trucks hi-lift 33,000 GVW with a 3 ton lift, l 0K/1 OK AT forklifts, passenger vans, shuttle buses and cargo vans, and supervised and personnel management policies, practices, and procedures-including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2. Knowledge of safety regulations, practices, and procedures. Ability to interpret instructions, specifications, etc. related to motor vehicle and fork lift operation and preventative maintenance. Reliability and dependability to meet pickup and delivery deadlines and schedules. Skill in remote terminal keyboard entry and retrieval of a variety of flight/mission data. 3. Knowledge of the use and maintenance of Special Purpose and General-Purpose Vehicles. Ability to judge road/traffic conditions and read maps to determine the shortest safest route. Knowledge of the rules of sanitation, for handling of raw sewage, the ability to use cleaning products such as detergents, soaps, sanitizers, air fresheners, etc. and the ability to follow directions provided by various product manufacturers. 4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Knowledge of passenger safety rules including those regarding the use of seatbelts. Knowledge of and skill in operating one or more electric, LPG, or diesel powered fork lifts (typically capable of lifting less than 10,000 pounds as high as 168 inches); ability to judge aisles, doorways, loads and load balance, and operate controls to maneuver fork lift trucks. 5. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Knowledge of traffic and safety regulations, practices and procedures pertaining to motor vehicle and fork lift operation. 6. Ability to communicate effectively, both orally and in writing. Knowledge of cargo handling, hauling and techniques for safeguarding and protecting cargo/equipment, and interpret technical orders and regulation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
