This position is located in the Office of the Executive Director, Human Resources within the Near Eastern Affairs Bureau (NEA) and the South and Central Asian Affairs (SCA) Bureaus. The position serves as a Team Leader with responsibility for providing the full range of human resources services and consultative, operational, and policy advice and service to NEA SCA/EX/HR.

Duties

Performs, leads and guides a wide range of Civil Service specialized human resources management functions including classification, staffing, performance management, and employee relations services. Serves as a senior full performance level specialist with expertise in some or all of the following: staffing, performance management, employee relations, position classification, payroll, benefits, and other related services. Serves as a team leader assisting Management and Office Director with establishing and maintaining a successful work environment. Advises management on structuring of positions and assignment of employees and assists them in establishing and maintaining a climate of employer-employee relationships which contribute to satisfactory motivation, morale, and productivity. Maintains liaison with the Department's central HR and financial systems as well as with the bureau's service provider, on matters relating to staffing, employee relations, position classification, pay, benefits, and processing personnel actions.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, HR development, employee benefits). Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. Experience leading a team, developing, and evaluating of subordinate staff, the delegation and prioritizing of work for the team. There is no substitute of education for specialized experience for the GS-13 position.
