You will serve as an INTERDISCIPLINARY COMMUNITY PLANNER/GENERAL ENGINEER in the FLT INSTALLATION & ENVIRONMENT DIVISION of COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as the Shore Readiness Planner for shore infrastructure readiness actions.
You will assess Navy infrastructure capability requirements and risks.
You will provide engineering and technical oversight of infrastructures and shore operation support risk.
You will identify resource requirements necessary through applied engineering and statistical analyses.
You will prepare reports, justifications, charts, graphs and statistical data.
You will act as the technical expert on identification and assessment of fleet shore infrastructure capability requirements.
You will analyze key performance metrics to assess the effectiveness and efficiency of Navy facilities programs.
You will plan, participate, or lead meetings, planning teams, and working groups to develop new processes in support of Navy shore readiness.
You will manage a diverse range of special assignments and projects assigned by department leadership, ensuring successful execution from initiation to completion.
You will assess the potential impact of funding decisions on Navy facility programs and recommend risk mitigation strategies to optimize resource allocation.
You will engage with shore enterprise and Fleet stakeholders including OPNAV, Type Commanders (TYCOMs), Commander Navy Installation Command, and Regions.
You will develop plans to ensure that shore events and objectives are seamlessly integrated into Fleet exercise plans.
You will develop and deliver executive level briefs and information papers compiled from complex data.
You will analyze and recommend risk mitigation and consequence management strategies for Navy critical infrastructure; support senior executives and the USFF Commander with impact assessments and mitigation strategies for Navy Task Critical Assets.
You will provide expertise in operational planning, intelligence, and cybersecurity; manage and validate critical infrastructure data; participate in Critical Asset Identification Program (CAIP) and Mission Assurance Assessments.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing complex data sets using various DoD/Navy databases including Internet Facilities Asset Data Store, Maximo, the Navy Facilities Readiness Evaluation System or similar systems.
Experience in facility planning and facility management, including planning, maintenance, repair, and modernization processes for Navy facilities or similar facilities.
Experience with infrastructure systems and their lifecycle management.
Experience defining program objectives, establishing milestones and ensuring program success regarding facility improvements, modernization, or emergency response initiatives.
Experience applying verbal and written communication skills, with the ability to convey complex technical information to diverse audiences, including senior leadership, stakeholders, and team members.

Basic Requirements:
- A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Basic Requirements:

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
