You will serve as a Supervisory Interdisciplinary Environmental Manager for the COMMANDER US FLEET FORCES COMMAND under the environmental division as a Branch Head managing compliance with the National Environmental Policy Act among other U.S. federal, state, and local environmental laws, executive orders and DoD/DoN environmental policy.

Duties

You will Lead and manage environmental and/or natural resources programs as assigned. You will develop and implement USFF environmental readiness planning and policy for environmental compliance in a subject matter expertise capacity. You will develop, implement, and update USFF long-range environmental readiness strategic plan. You will prepare, review, modify, and defend Program Objective Memorandum (POM), Program Review (PR), capabilities assessment, and budget submittal resource requirements for environmental compliance programs. You will assign work, establish work plan priorities, and set deadlines plan coordinated work schedule for the section personnel. You will provide advice and guidance on performance of work and assist in the creation of USFF policy. You will approve leave, training, and travel. You will establish roles and responsibilities of cross-sectional team members. You will ensure that individual program responsibilities continue to be accomplished while supporting cross-sectional projects.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge and experience with National Environmental Policy Act (NEPA)/Executive Order (EO) 12114 compliance requirements to support at-sea training activities in the CTF80 AO and home basing/homeporting decisions within CONUS. Knowledge of afloat environmental programs to ensure Fleet assets comply with international maritime pollution requirements, federal, state, and local laws/regulations, and DoD/Navy policies and instructions. Experience effectively communicating with leadership at all levels of the Navy. Skill and experience to be detail oriented with ability to manage multiple, high visibility projects in a dynamic, rapidly changing environment. Basic Requirements:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
All Professional Engineering Positions, 0800

Basic Requirements:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirements:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Basic Requirements

  1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
