This position is located on in the state office, United States Department of Agriculture, Natural Resources Conservation Service. The Management Analyst provides assistance to the Assistant State Conservationist for Management and Strategy staff and the entire local support unit. The position entails conducting detailed analysis of functions, processes and data pertaining to the effectiveness, efficiency and accountability of administrative programs and work operations within the state.
Duties
Maintains a process to track, analyze and report access control management.
Analyzes administrative program functions, processes, and data to determine the effectiveness, efficiency, and accountability of programs and work operations in the State.
Assists Leadership Team members and other program personnel in managing the State's agreements to ensure they are legally compliant with program rules and fund integrity.
Supports the Financial Resources Specialist by providing supportive documents, analysis, and feedback for auditing initiatives to track and ensure agreements meet quarterly accrual requirements.
Works with the Leadership Team to coordinate and strategize the Quality Assurance program.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-9 grade level for consideration for the GS-11 grade level).
For the GS-11 level:
You must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as work performed in an office setting that is in or related to the work of this position. Examples of specialized experience include:
Performing duties in support of a variety of business operations, administrative services, and/or management support programs and functions (e.g. leasing, information technology, procurement, purchasing, agreements, access control, training).
Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives.
Using automated systems and databases to accomplish work activities, prepare spreadsheets, manipulate data and produce analysis reports and spreadsheets.
OR
Education Substitution: 3 full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
For the GS-12 level:
You must possess at least one year of specialized experience, equivalent to the Federal GS-11 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as work performed in an office setting that is in or related to the work of this position. Examples of related experience include:
Managing or overseeing a variety of business operations, administrative services, and/or management support programs and functions (e.g. leasing, information technology, procurement, purchasing, agreements, access control, training).
Analyzing administrative program functions, processes and data to determine the effectiveness, efficiency and accountability of programs and/or work operations.
Presenting findings and making recommendations for new methods, management processes, policies, guidance and/or controls to streamline procedures.
Using strategic planning to define and align organizational plans with strategic goals, performance goals, and/or performance measures. Identifying procedural problems in program operations and preparing presentations or reports with findings and recommendations to improve program and management performance to senior management.
Note: There is no education substitution for the GS-12 level.
