The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of Finance and Operations, Office of Security, Facilities, and Logistics Services in Washington, DC. The Security, Facilities, and Logistics Services division participates in coordinating security, communications, transportation, and logistics requirements for the Department of Education.

APPLICATION LIMIT: This vacancy announcement is limited to the first 10 applications received and will close at 11:59PM Eastern Time on the day that we receive the 10th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Protective Service Specialist, GS-1801-15, you will be responsible for:• Serving as supervisory protective service specialist and assists in the development and planning for the overall security protection for the Secretary of Education and when appropriate, the Deputy Secretary of Education.    • Incumbent is responsible for the security of the Secretary, to and from his/her residence and office, while attending events and meetings both official and personal inside and outside his/her office, while on travel within the United States and overseas, and during periods of heightened threats or federal government alert that would require continuous protection.    • Assisting in investigations concerning threats to the Secretary and Deputy Secretary. Coordinates official liaison activities with the United States Secret Service, Federal Bureau of Investigation, U.S. Capitol Police and other federal and local law enforcement and intelligence agencies, relating to the personal protective security operations of the Secretary and Deputy Secretary.     • Assisting the Director to develop and plan a full range of programs and functions of the security support functions, serving as a Department expert in security and related management support areas to ensure safe and efficient operations during the Secretary's travel, as well as personal and physical security within the office.     • Developing, recommending, or approving legislative proposals, regulations or policy impacting broad security programs. Reviews new or revised legislation or regulations for impact on security programs.

Requirements

  • Relocation will not be paid.
  • You may be subject to serve a one-year supervisory probationary period.
  • Males 18 and over must be registered with the Selective Service.
  • Must be a US Citizen.
  • Must complete a Background Investigator and Fingerprint check.
  • Subject to agency random drug testing program.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:1. Experience providing the security of a federal executive department head or equivalent within the United States and overseas, as well as during periods of heightened threats that would require continuous protection.2. Experience in the development and planning for the overall security protection of federal executive department head or equivalent as well as liaison activities with other federal partners in doing so.3. Experience performing protection advance activities and investigating threats to a federal executive department head or equivalent.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to plan, prepare and coordinate administrative, communications, transportation, security, and other logistical requirements for key agency officials and supervise subordinate staff.2. Knowledge of personal security processes, methods, techniques, and systems involving threat assessment and vulnerability identification.3. Knowledge of security program interrelationships sufficient to coordinate and serve as a liaison with appropriate offices/agencies.4. Knowledge of a wide range of security concepts, principles, and practices to manage a federal agency protective program and provide recommendations to complex security issues.5. Knowledge of security policy requirements to function as a technical authority in assignments requiring new theories and developments to security problems.
