THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION (INDEFINITE).
This National Guard position is for a HR SPEC (R&P), Position Description Number NGD1040000 and is part of the Guam G1 Directorate of Manpower and Personnel, National Guard.
Duties
1. Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. Assists in planning and administering the merit promotion and recruitment/placement program. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement, applicant supply, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings.
2. Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. Conducts exit interviews to identify potential program or management deficiencies. Uses information for analyzing trends, considering program adjustments, managerial/supervisory training needs, etc. Assist in conducting long-range planning for projected mission and/or organizational changes to formulate a placement plan.
3. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. Counsels and registers employees in the DoD Priority Placement Program and/or OPM Interagency Placement Assistance Program as appropriate.
4. Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Analyzes technician and payroll information to identify and resolve pay-setting errors or discrepancies. Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems.
5. Provides advice on military technician compatibility issues and delegated personnel authorities. Provides guidance to supervisors, managers and military commanders on assignment of technicians to compatible military assignments. Ensures excepted technicians maintain the Military Occupational Specialty (MOS)/Air Force Specialty Code (AFSC) commensurate with the technician position held and are militarily assigned to the unit in which they are employed. Ensures current employees in non-compatible status obtain the proper AFSC/MOS and/or correct military assignment. Assists supervisors and management in achieving compatibility. Initiates or recommends approval of appropriate waivers as required.
6. Assists technicians with permanent change of station moves. Initiates transportation agreements. Completes travel orders authorizing various entitlements. Obtains necessary funds from NGB or state Comptroller as appropriate. Provides counseling to employees on entitlements, rights, and obligations. Coordinates with travel offices and employees to facilitate movement of household goods. Reviews requests for extension of temporary quarters and makes recommendations for approval. Initiates transportation agreements. Completes travel orders authorizing various entitlements.
7. Assists in conducting reductions-in-force (RIF). Develops competitive levels and maintains retention registers. Evaluates qualifications and military assignment factors to reassign displaced employees.
8. Assists in developing, coordinating, and maintaining state plans/guidance. Assists in educating commanders, managers, and supervisors on the various programs.
9. Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. Attends national recruitment and placement workshops.
10. Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
- Must have an approved Interstate Transfer to become a member of the Guam Army National Guard for application eligibility.
- Must be able to obtain and maintain the appropriate security clearance of the position within one year of appointment according to DoD Personnel Security Program Management Directives.
- May be required to successfully complete a probationary / trial period.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

BASIC QUALIFICATION REQUIREMENTS: To qualify an applicant for any GS-0201 position, the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments should be applied and evaluated. The following seven basic qualification competency factors are applicable to the GS-0201 career levels:
Skilled in collecting and analyzing data effectively, efficiently, and accurately.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
Ability to write English in reports and presentation formats.
Ability to communicate clearly and effectively.

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.
- GS-09 (Entry): Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
MILITARY REQUIREMENTS: The Dual-Status Technician (DST) position's unit of assignment is determined by the applicable service manpower, classification, and military qualification requirements. In conjunction with the DST Civil Service appointment, the employee is assigned to a specific manpower authorized DST unit assignment and military position, in accordance with statutes and the US Army and US Air Force skill classification directives, and the National Guard Bureau regulations. The DST's unit of assignment position, identified as a full-time Civil Service Series (General Service or Federal Wage) position is further defined by its authorized military skill(s), as determined by the Office of the Secretary of Defense (OUSD), DoD Occupational Data Base, which is managed by the Defense Manpower Data Center (DMDC). This Manpower Center serves to collate personnel, manpower, training, financial, and other data for the Department of Defense (DoD). The DMDC's primary function is to support the information management needs of the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) and its predecessors. For continued employment, the dual status technician employee must obtain and maintain all service specific military requirements in training and education, within the first 12 months of hire into the GS-0201 DTS position.
Education
- Army National Guard Officer GS-09 and GS-10 Positions: For Army National Guard Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college or university.
- Army National Guard Warrant Officers GS-09 through GS-12 Positions: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
- Army National Guard Enlisted GS-09 through GS-12 Positions: Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
Substitution of Education for Specialized Experience:
GS-9: master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the qualification standards table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
