Duties

WHAT IS THE SMALL BUSINESS SELF EMPLOYED DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: SB/SE Deputy Commissioner Exam Field Examination Exam - North Atlantic Area The following are the duties of this position at the full working level. Performs or assists in performing operational reviews, prepares or assists in preparing program evaluations and provides guidelines pertaining to the effectiveness of line program operations in meeting established goals and objectives. Advises on program staffing; recommends changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures. Maintains Forms 11377 (Taxpayer Data Access Forms) for the organization. Provides information from Forms 11377 to TIGTA and/or management during investigations of potential UNAX/IDRS violations. Reviews Forms 11377 in conjunction with the review of the weekly IDRS Security Report for unauthorized accesses. Removes IDRS access capability from employees being investigated for potential UNAX/unauthorized IDRS accesses as directed by management. Explains IDRS security to new IDRS users and their managers. Timely communicates changes to IDRS users. Attends meetings to discuss IDRS and UNAX.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: GS-11 SPECIALIZED EXPERIENCE: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-09). Specialized experience for this position includes preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related. OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
