DCSA's Field Operations (FO) is looking for a Program Analyst who will serve to provide refined input to the Deputy Regional Director of the Eastern Region Field Operations Headquarters, to assist with operational decisions on the administrative and programmatic aspects of Field Headquarters operations and management. Duties
The incumbent will assist the Deputy Regional Director, Eastern Region, Field Operations.
As a PROGRAM ANALYST you will be responsible for making recommendations to management on the effectiveness and efficiency with which the Region level Headquarters and subordinate organizations carry out assigned programs and functions. The incumbent will provide input to the Deputy Regional Director with objective information for making informed decisions on the administrative and programmatic aspects of Field Operations integration and support.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Collecting, analyzing, and using information to reach a consensus of understanding and collaboratively align compliance with existing or proposed policies, regulations, Directives, and Instructions. Organizing work, setting priorities, and determining resource requirements; determining short- or long-term goals and strategies to achieve them; coordinating with other organizations or parts of an organization to accomplish goals; monitoring progress and evaluating outcomes. Identifying and analyzing problems; weighing relevance and accuracy of information; seeking/generating and evaluating alternative perspectives/solutions; making timely/effective recommendations based on potential implications of findings or conclusions; Critical evaluation of the root cause of problems and choosing courses of action that balance the interests of the mission and stakeholders. Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development.
Specifically you will be evaluated on the following competencies:

Substitution of education may not be used in lieu of specialized experience for this grade level.
