Duties
Serves as a team leader responsible for assigning work to employees assigned to the team based on priorities jointly established by the incumbent and the supervisor.
As analysts progress through the band, responsibilities tend to involve research/experimental development problems.
Reviews the work of team members for technical quality and provides input to the supervisor on employee performance.
Managing, guiding and structuring experimentation and test and evaluation activities for the CFT.
Providing on-the-job training; recommending training courses and other development opportunities; and providing input to performance evaluations.
Most leads participate with the supervisor in workload planning and budgeting, and provide input to personnel management decisions (e.g., promotions, reassignments, awards, performance appraisals).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Three year trial/probationary period may be required.

- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

Basic Requirement for Lead Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Transcripts must be attached for qualifications review.

Specialized Experience:
One year of specialized experience equivalent to at least the DB-03 / GS -13 grade level in the Federal service which includes: 1) Working directly with the development, modification and/or employment of modeling and simulations within Army & DoD operational effectiveness analysis, 2) Leading and executing analytical studies. 3) Experience developing and presenting credible, relevant, and defendable analytic results products to senior Army and DoD leaders. 4) Directing and leading multi-disciplinary teams, providing clear vision and guidance on study planning, and delivering results within specified timelines to meet senior leader decision requirements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
