Duties

Serves as a team leader responsible for assigning work to employees assigned to the team based on priorities jointly established by the incumbent and the supervisor. As analysts progress through the band, responsibilities tend to involve research/experimental development problems. Reviews the work of team members for technical quality and provides input to the supervisor on employee performance. Managing, guiding and structuring experimentation and test and evaluation activities for the CFT. Providing on-the-job training; recommending training courses and other development opportunities; and providing input to performance evaluations. Most leads participate with the supervisor in workload planning and budgeting, and provide input to personnel management decisions (e.g., promotions, reassignments, awards, performance appraisals).

Basic Requirement for Lead Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Transcripts must be attached for qualifications review. And Specialized Experience: One year of specialized experience equivalent to at least the DB-03 / GS -13 grade level in the Federal service which includes: 1) Working directly with the development, modification and/or employment of modeling and simulations within Army & DoD operational effectiveness analysis, 2) Leading and executing analytical studies. 3) Experience developing and presenting credible, relevant, and defendable analytic results products to senior Army and DoD leaders. 4) Directing and leading multi-disciplinary teams, providing clear vision and guidance on study planning, and delivering results within specified timelines to meet senior leader decision requirements.
