The primary purpose of this position is to serve as command advisor, focal point, and functional mobilization program analyst on all matters concerning mobilization/adaptive planning and the management of the Aviation and Maintenance and/or Agile Combat Support (ACS) mobilization process in support of Combatant Commands (CCMDs).

Duties

Performs duties as a functional mobilization analyst responsible for directing the analysis, evaluation, and coordination of the force execution program to support worldwide war contingencies and operations in order to meet command mobilization objectives. Develops complex programs and directs significant changes to requirements based on results of analysis. Researches, investigates, and reviews mobilization planning and programming system updates and informs senior AFRC leaders of any deviations, changes, or supplemental data. Identifies, evaluates, and updates data systems to reflect the command's mobilization objectives. Manages the mobilization capabilities, forces and equipment in support of CCMD requirements during peacetime, major operations other than war (to include natural disasters) and wartime. Performs role of Functional Area Representative, managing and executing peacetime, contingency and wartime operations. Coordinates and manages critical data processed through Global Command and Control System (GCCS) and Joint Operation Planning and Execution System (JOPES) to execute plans for accomplishing AEF and non-AEF mission objectives. Serves as the representative at subordinate, lateral, and higher headquarters mobilization planning meetings/workshops, Consolidated Planning Schedules (CPS) reviews, and Scheduling Integrated Process Team (SIPT) meetings/conferences to develop mobilization operations plans and programs.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • This position is emergency essential. Incumbent must meet all requirements of E-E positions and may be required, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
  • During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables. Analyzing problems discovered in prior studies or actual operations and making recommendations as to different approaches, which may provide a basis for better planning of operations. Knowledge of multiple, complex, and broad activation and mobilization principles, laws, policy, regulations, and guidelines in order to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with laws, rules, and regulations established by Congress, DoD, and Air Force. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of both Active Duty and Reserve Air Force command structure, missions, programs, and organizational relationships, plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, and to support the gaining MAJCOMs wartime mobilization and operational requirements. 2. Knowledge of multiple, complex, and broad AFR activation and mobilization principles, laws, policy, regulations, and guidelines in order to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with laws, rules, and regulations established by Congress, DoD, and Air Force. 3. Must be able to expertly interpret multiple, complex, and broad AFR activation and mobilization principles, laws, policy, regulations, and guidelines to develop specific tactics, techniques, and procedures for the measurement and improvement of effectiveness and productivity in the administration of programs. 4. Must be highly capable of serving as program and/or project lead to conduct extensive analytical studies for the purpose of realigning functions or responsibilities, adjusting efforts or programs, or revising policy and regulations. 5. Must be able to articulate comprehensive data and confidently interact with high-ranking governmental officials, external agencies, MAJCOMs, DoD, and SECDEF's staff that may involve significant or controversial matters. 6. Knowledge and ability to communicate clearly and concisely both orally and in writing, in order to present in depth mobilization briefings and conduct complex mobilization process training to individuals within and external. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
