This Health Science Officer position is located in the Executive Director Service at the VA Connecticut Healthcare System, West Haven Campus. This position is full-time at 40 hours per week. The HRCO serves as the Compliance Officer for the Research & Development Office. Day-to-day responsibilities for the program include the direction and oversight of Clinical Research; drafting and maintaining policies; training, and conducting continuous quality improvement activities.
Duties
Duties include but are not limited to:
Develops policies, procedures and criteria for conducting Research Compliance Activities.
Serves as principal advisor on research compliance to the Director.
Reviews project reports to assess investigators' compliance with research program guidelines.
Consults with research elements within the organization, agency, academic, community and/or private industry to maximize research compliance.
Acts as a liaison to represent the facility's capabilities.
Develops and coordinates implementation of research compliance method and design standards, criteria and guidelines for the scientific and technical activities of the organization.
Manages implementation, control and reporting on clinical tests oversight. compliance with review process.
Performs work in establishing the policies and procedures by which the research program will be judged.
Establishes the compliance program goals and objectives and identifies results indicative of successful program accomplishments. Establishes review policies and criteria covering multiple or broad research programs.
Evaluates new or modified legislation to determine its impact on the medical research community. Responds to inquiries from the field regarding scientific/technical issues.
Monitors compliance with program requirements.
Conducts program assessments and prepares reports necessary to program continuity and reporting. Identifies problems and negotiates corrective action concerning programmatic issues and basic financial management of the site.
Monitors and evaluates multiple or broad research program content.
Determines the need for additional ad hoc review/representation from scientific and medical practice specialties.
Approves the selection of all reviewers and commits the agency to contractual arrangements for these services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education s described below:
BASIC EDUCATION REQUIREMENT: must have successful completion of a full four (4) year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements related to the medical field, health sciences or allied sciences appropriate to the work of this position. (The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, twenty-four (24) semester hours will be considered as equivalent to a major field of study). (TRANSCRIPT REQUIRED).
In addition to the Basic Education Requirement the applicant must also meet the below specialized experience. You may qualify based on your experience as described below:
SPECIALIZED EXPERIENCE GS-13: Must have at least one (1) full year of specialized experience equipped with the knowledge, skill, and ability to successfully perform the duties of the position. This specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service.
