This position is that of Research Health Scientist at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Connecticut Healthcare System VA Medical Center (VAMC) in the Endocrine Section of Medicine Service, in West Haven CT. The primary purpose: The Research Health Scientist is responsible for the initiation, coordination, integration, execution, and completion of implementation projects.
Duties

NOTE: This is a part-time position (5 hours/week). Benefits and time-off accrual will be prorated and based on your part-time work schedule.
Major Duties:
Help facilitate use of a data management platform across several VA sites in coordination with the section chief and sponsors at the Office of Connected Care.
Work with OIT stakeholders to assess compliance with various regulations.
Work with OCC to plan product implementation and integrations.
Helping assess needs for VA clinicians using this platform plan and forming plans with OCC to meet these needs.
Prepare and submit empirical manuscripts in peer-reviewed journals and abstracts for professional meetings
Prepare and submit collaborative and independent funding applications for VA (e.g. CDA, VA Merit, CSP studies, etc) and extramural grant opportunities (e.g., NIH, DoD), and complete any funded projects..
Maintain relationships with the scientific community by attending and presenting at scientific meetings and professional organization conferences and seminars.
Provide mentorship and training to junior researchers within the local VA and affiliated University (e.g., research assistants, graduate students, fellows).
Administer VA funds per proposed budget, including ordering of supplies and equipment, tracking of expenditures.
Independently deriving scientific hypotheses and the necessary study designs to test said hypotheses, for conducting experimental and cross-sectional studies, completing and interpreting data analyses, and communicating study findings to the scientific community.
Bear sole responsibility for the administration of projects, including management of all personnel, budgetary issues, accountability and reporting to internal and external agencies.
Act as co-investigator or consultant on projects and grants.
Utilize originality to develop innovative theoretical questions and study ideas, which are required for successful grant applications and empirical manuscripts.
Understand and follow policies set forth by VA Central Office R&D and the VA Medical Center, as well as regulatory bodies, Human Resources, and other relevant organizations.

Qualifications
BASIC EDUCATION REQUIREMENT- SCREEN OUT - TRANSCRIPTS ARE REQUIRED - Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. NOTE: You must submit copies of transcripts with your application. Education will not be credited without documentation.
Evaluation of Experience for Grants Administration Positions: For positions at grades GS-12 and above involved in professional work in grants administration, qualifying experience is considered to be experience in grants administration in areas of science, medical and healthcare fields similar or related to the work of the position. Such experience must have involved professional judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.

SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position? To be creditable, this experience must have been equivalent to at least the GS-12 level in the Federal service. Specialized experience includes Experience to teach/mentor/train junior researchers; Communicate findings to the scientific community based on a body of original published articles and presentations at national conferences and meetings; use digital tools to promote healthy behaviors and how to integrate data from those tools into clinical decisions; prepare and submit funding applications, extramural grant opportunities, and complete any funded projects; sole responsibility for the administration of projects, including management of all personnel, budgetary issues, accountability and reporting to internal and external agencies; and facilitate use of a data management platforms.
