Duties
This Supervisory Instructional Systems Specialist position is located Enterprise Support (ES), Training & Development (T&D), Training Operation Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as a principal technical expert providing advice, guidance, and recommendations to course sponsors, program managers, field training managers, instructional staff, and senior leadership on a variety of complex and time critical training-related issues. Ensures course learning objectives, organizational training requirements, and agency mission and goals are validated and incorporated into curriculum design process.
Provides oversight and guidance for the preparation of training, curricula, and supporting documentation for instructor-led and web-based training programs that are based on the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model and align with established T&D curriculum development standards and policy.
Collaborates with course sponsors, subject matter experts, headquarters and field managers, and senior leadership to determine the appropriate strategy and approach for deploying training to the target audience.
Serves as a principal member of the Training Operations Leadership team and participates in the planning, development, implementation, evaluation, and management of training programs and long-term strategic planning. Coordinates and executes projects and actions of a confidential or controversial nature, or of special interest to the Training Operations Leadership team.
Directs work of subordinates responsible for improving planning and execution of training projects by developing requirements, creating plans, and managing plans that result in training-related products and services. Develops and grows managers and employees to their full potential.
Qualifications
In addition to the basic requirements for all Instructional System Specialist positions, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Applying adult learning principles, regulations, and practices to analyze, design, develop, implement and evaluate (e.g., analyzing, designing, developing, implementing, and evaluating [ADDIE model] a training program; and)
Managing supervisors and staff that implement and revise courses; and
Overseeing staff that monitors the effectiveness of instructional design programs for instructor-led and web-based training programs.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Education
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
FOR ALL INSTRUCTIONAL SYSTEM SPECIALIST POSITIONS:
To qualify, you must have a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas listed below.
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and
validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and
applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and
performance tests and survey instruments and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics,
specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer
software.
