This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Information Technology Management to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as IT program manager and interoperability and engagement chief, responsible for themission partner environment (MPE) C4/cyber interoperability for one of the seven Department ofDefense joint, combined, geographic combatant commands (CCMD).
Duties
Responsible for developing, coordinating, and maintaining a comprehensive mission partner environment (MPE) strategy to facilitate the command's interoperability objectives.
Lead the development of strategic requirements and analysis, future technologies planning and development, as well as the integration of these efforts into a strategic J6/CIO program plan across all planning horizons.
Assess the impact of policies, procedures and special projects required to ensure information management is integrated into the overall CCMD policy process in an effective and responsive manner.
Advise partner nations on IT architecture and advise the leadership on developing and revising strategies, policies, and directives.
Oversee the design, development, and management of IT systems that meet current and future mission requirements and implement new technologies to enhance existing coalition architecture.

Conduct analysis and prioritization of the CCMD's MPE requirements, infrastructure policy and planning requirements, resource management, and implementation.
Analyze complex information data systems/systems requirements and directs/performs the systems analysis and design of information system projects for initial of modified information equipment/systems.
Assist in defining program objectives to facilitate mission partner environment (MPE) C4/cyber interoperability with partner nations, interagency mission partners, and commercial industry partners.
Responsible for identifying and resolving highly complex contractual problems that cross organizational boundaries and promulgates solutions.
Supervise military and government civilian members as required.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance which may include access to sensitive compartmented information (SCI).
- Must be able to pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Must complete the appropriate training and obtain the required certification/recertification as outlined in DoDM 8140.03, Cyberspace Workforce Qualification and Management Program, within 6 months of assignment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position required the ability to work weekends and nights in response to contingencies and other requirements as directed.

Basic Requirement for Information Technology Specialist (Policy and Planning):
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes experience in (1) developing or maintaining comprehensive IT strategies or roadmaps to facilitate interoperability objectives, such as by translating business needs into requirements or aligning strategic initiatives with enterprise contracts or partner entities; (2) managing IT systems development, integration, or lifecycle replacement, such by overseeing the design, development, or implementation of new technologies to enhance architecture; (3) developing or promulgating quality assurance plans to ensure consistent implementation of IT policies and procedures in alignment with legislation and directives, such as by assessing the impact of policy changes and providing policy guidance to staff or customers; and (4) supervising employees, such as by planning work priorities, evaluating performance, providing guidance on work and administrative matters, conducting interviews for positions, resolving complaints, or identifying developmental and training needs.
