About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Duties
Serves as Counter Transnational Organized Crime (C-TOC) Operations Officer in the Operations Directorate (J3), Counter Narcotics (CN) Division (J36).
Provides oversight of the development, planning, execution, and assessment of joint and interagency operations in support of U.S. and Partner Nation law enforcement agencies' efforts to counter illicit trafficking in the Command AOR.
Reviews and makes recommendations for improvements to CN operational plans and orders in accordance with the Joint Operation Planning and Execution System, as well as applicable Joint Staff Operational Publications, in consonance with the CN program.
Assist in synchronizing the employment of operational assets.
Reports to the USSOUTHCOM CN Division Chief, J36, and responsible for the tracking and reporting of all C-TOC supported and supporting operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of 20%.
- You may be subject to short notice recall.
- Infrequent international travel required, occasionally to an austere environment where the incumbent will be expected to function in adverse climatic conditions.
- Required to deploy within the USSOUTHCOM AOR on short notice, in response to a Presidential Disaster Declaration involving acts of terrorism, natural disasters, homeland defense, civil support contingency plans and general war.
- Incumbent may be required on short notice to include nights, holidays, and weekends.
- Incumbent may be required to wear an electronic pager and maintain a working telephone at all times.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed

Specialized Experience: One year of specialized experience which includes experience coordinating with Command components, subordinate joint and joint-interagency task forces, and United States Country Teams to develop and refine operational resource requirements to achieve command objectives for the interdiction and disruption of illicit trafficking. Experience ensuring compliance with all applicable DoD directives governing the planned deployment of forces in support of Counter Transnational Organized Crime (C-TOC) operations, to include review and validation of Deployment Orders (DEPORDs), Planning Orders (PLANORDs), and Execution Orders (EXORDs). Experience providing continuous oversight and support to all ongoing C-TOC operations. Experience coordinating the employment and monitoring the operational status and analysis of sensor and information sharing systems supporting the detection and monitoring mission. Systems may include, but are not limited to, the Cooperating Nations Information Exchange System (CNIES), Cooperative Situational and Information Integration (CSII), Re-locatable Over the Horizon Radar (ROTHR) system, Tethered Aerostat Radars {TARS), U.S. Ground- Based Radars (GBRs), PN GBRs, and Tactical Data Link (TADIL), etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
