The primary purpose of this position is: To serve as the Deputy Director of the Command Surgeon Directorate at North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM), sharing with the director the full scope of responsibility.

Duties

Serves as the "alter ego" for the Director of the Command Surgeon Directorate at a NORAD and USNORTHCOM, planning, organizing, and managing the activities of the directorate. Exercises supervisory personnel management responsibilities. Directs and oversees contingency, crisis action, exercise planning products for Operational Plans (OPLANs), Concept Plans (CONPLANs), and supporting plans based on command requirements. Represents the Command Surgeon Directorate with a variety of command and functional area organizations.

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY). Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays. Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Health System Administration Series 0671. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Experience in Surgeon General functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations; Knowledge of Homeland Defense, Civil Support, and Consequence Management Operations and Planning policies and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Surgeon General functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. 2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; Ability to communicate both orally and in writing. 4. Knowledge of Homeland Defense, Civil Support, and Consequence Management Operations and Planning policies and procedures. 5. Knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. 6. Ability to respond in a high stress environment to intense domestic event situations, make critical characterization judgment, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the Government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
