You will serve as a PROGRAM ANALYST in the COLUMBIA Class Program Office in PEO SSBN within Team Submarine. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will be responsible for serving as the Columbia Class program Construction Test Assistant Program Manager (APM). You will be the subject matter expert and consultant on all portions of the test and integration programs to install, test, and certify submarine systems on Columbia Class new construction submarines. You will manage Hull, Mechanical, and Electrical (HME) and Strategic Weapon Systems (SWS) test program development. You will assess readiness by driving focus on test schedule equipment and personnel proficiency, measure HME and SWS test performance and progress, and compile Objective Quality Evidence (OQE) in preparation for certification. You will coordinate with stakeholder network while reporting regularly to senior leadership the status of the Columbia Class HME and SWS test program. You will attend high level meetings as a senior authoritative representative of acquisition programs. You will develop and implement overall program requirements based on new or revised legislation. You will make determinations on resources to accomplish program objectives and apply technical expertise to various levels of operations. You will develop and implement improvement and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analyst.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector analyzing test and integration programs (e.g. Hull, Mechanical and Electrical (HM&E), Strategic Weapon System (SWS), etc.) to identify issues and recommend process improvements for a submarine program.
