The primary purpose of this position is: To serve as the Senior Security, Facilities, and Administration Action Officer, Subject Matter Expert, and Information Management Specialist for classified and unclassified program and project management, operations, compliance requirements, process development, quality assurance, and customer support actions.

Duties

Senior Security, Facilities, and Administration Action Officer, Information Management Specialist and Subject Matter Expert (SME), A5/7 Security, Facilities, and Administrative (SFA) Portfolio. Apply Security, Facilities, and Administration technical expertise, performs a broad range of highly complex qualitative and quantitative analyses of programs, policies, and issues which have major impact on Air Force Futures policy in the development of long-range plans such as security, facilities, administration, deployments, mobilization, and similar operations or contingency plans. Develops new methods for testing and evaluating the effectiveness of assigned programs such as security, facilities, administration, deployments, mobilization, and similar operations or contingency plans. Information Management. As the A5/7 Senior Information Management Specialist, leads and manages assigned records information management work which includes planning, controlling, directing, organizing, training, promoting, and other activities involved with respect to records creation, Maintains a continuous liaison with other Air Staff organizations, service headquarters counterparts, and DoD offices to ensure high-level collaboration, and consistent and integrated planning and execution throughout the defense community.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

Additional Conditions of Employment All federal employees are required to have direct deposit. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above. Provide annual briefings as required. Briefings are consistently accurate and presented in a professional manner. This position is projected to be relocated to Joint Base Anacostia-Bolling (JBAB), Washington, DC during the upcoming fiscal year(s). In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: (1) utilizing knowledge of security, facilities, and administration concepts, principles, and practices to plan and implement security and information procedures for physical, personnel and information security programs within organization; (2) Knowledge of DoD and Air Force missions, functions, goals, and objectives; (3) Knowledge of governing laws, regulations, precedents, and directives governing DoD security, facilities, and administration programs; and (4) Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of airpower plans and procedures as related to security, facilities, and administration for conducting major operations such as mobilization, and deployment and military operations other than mobilization and deployment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of security, facilities, and administration concepts, principles, and practices to plan and implement security and information procedures for physical, personnel and information security programs within organization. Must ensure follow-up on security incidents/violations are accomplished within regulatory guidelines, and that preliminary inquiries are thorough and well-documented. Ability to communicate effectively, both orally and in writing, gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process into briefings, papers, or reports suitable for top management use and decision-making. Knowledge of DoD and Air Force missions, functions, goals, and objectives. Knowledge of governing laws, regulations, precedents, and directives governing DoD security, facilities, and administration programs. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of airpower plans and procedures as related to security, facilities, and administration for conducting major operations such as mobilization, and deployment and military operations other than mobilization and deployment. Skill and ability to administer and execute a large, multi-dimensional security, facilities, and administration program in a professional and comprehensive manner. Must possess the ability to lead and work effectively and professionally with military, federal civilians, and contractor personnel. Skilled in the ability to act as one of more of the SFA Branch Chiefs upon request and in the absence of one or more of the SFA Branch Chiefs and provide execution of SFA Branch Chief(s) duties. Ability to effectively communicate, orally and in writing, information to various audiences to include stakeholders, line staff, and management; ability to manage multiple tasks in a fast-paced, "high-ops tempo" environment and provide regular, real-time status updates to leadership. Must be able to establish priorities and adjust assignments and direct workflow to effectively manage all resources. Ability to establish effective professional working relationships with coworkers and contribute to a cooperative working environment and successful accomplishment of the mission. Ability to interact with personnel at all levels of command in various situations to include handling and safeguarding of sensitive and classified information, responding to alarm activations, interacting with civilian, federal, and military police forces, and remaining calm and leading in emergency situations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
