This position is located within the Health Administration Service section of Danville, IL facility. This position has both the authority and responsibility to represent both the Medical Center Director and the Chief of HAS on all administrative matters.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission, nursing home, dental, domiciliary, fee basis, outpatient care, dental treatment, prosthetic appliances, patient transfer, and beneficiary travel. Determines eligibility of ChampVA and Tricare beneficiaries. Coordinates the resolution of medical-legal problems concerning the medical center. Ensures the appropriate legal, regulatory, and policy requirements are met. Processes administrative issues surrounding beneficiary death, seriously ill cases, missing patients, suicides, assaults, deaths on arrival, homicides, medical emergencies, cost, recovery matters, and facility or community disasters, etc. Provides administrative authority and guidance to Emergency Officer of the Day, Medical Officer of the Day, and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours. Provides orientation and technical advice to physicians regarding VA policies and procedures. Promotes harmonious working relationships among patients, public, and staff. Directly intervenes when problems regarding patient activity occurs, advising clinical staff of appropriate administrative action. Coordinates non-routine contacts received at the medical center after regular operating hours. Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, and law enforcement officials. Determines eligibility for VA Healthcare, advises applicant of VA benefits including information regarding all applicable co-payments and bill procedures. Ensures annual update/enrollment activities are accomplished. All other duties as assigned. Work Schedule: Rotational 8 hour shift to include nights/weekends/holidays. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7 or higher. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-7 GRADE REQUIREMENTS GS-7 Specialized Experience: Must have one full year of specialized experience equivalent to at least the next lower grade (GS-05) in Federal service that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes, but is not limited to: Knowledge of general principles of management and of the practices, techniques, and objectives. Working with statistical analytical principles and computer literacy to the degree that program systems are developed, and data entry and reports retrieval can be made. Working with VISTA software programs, Outlook, as well as other systems necessary to manage, control, secure, coordinate and implement computer activities. Working with data base administration, VA Fileman, Menu Management and VISTA standards and conventions. OR Substitution of Education for Experience: Must have completed a 4-year course of study leading to a bachelor's degree and have Superior Academic Achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. (TRANSCRIPTS REQUIRED) OR Combining Education and Experience: Must have equivalent combinations of specialized experience and successfully completed education beyond receipt of a bachelor's degree to meet the total requirements for the position. (TRANSCRIPTS REQUIRED) S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership:1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of a 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; orb. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society. GS-9 GRADE REQUIREMENTS GS-9 Specialized Experience: Must have one (1) year of specialized experience equivalent to the GS-07 grade level that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience for this position includes, but is not limited to: Knowledge of general principles of management and of the practices, techniques, and objectives. Working with statistical analytical principles and computer literacy to the degree that program systems are developed, and data entry and reports retrieval can be made. Working with VISTA software programs, Outlook, as well as other systems necessary to manage, control, secure, coordinate and implement computer activities. Working with data base administration, VA Fileman, Menu Management and VISTA standards and conventions. Utilizing VA File Manager to extract information from electronic databases and having a comprehensive knowledge of file structures and conventions in order to reach and extract across various VISTA database to conduct analyses. Working with MAS related VISTA programs which include all patient activities admission/discharge/transfer) outpatient scheduling and workload reporting, Fee Basis, Beneficiary Travel, Registration, Eligibility and Entitlement to Care Consolidated Medical Record (PTF), Patient Assessment Instruments, Discharge Summary, Ambulatory Data Capture and other related program. OR GS-9 Substitution of Education for Experience: Must possess a master's or equivalent graduate degree with a major study in a field related to the position; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. if related (TRANSCRIPTS REQUIRED) OR GS-9 Combining Education and Experience: Must have equivalent combinations of specialized experience and successfully completed education as listed above.
