This position is located in Department of Education, Office of Legislation and Congressional Affairs (OLCA). The incumbent serves as a Congressional Liaison Specialist (Supervisory Team Leader) and is responsible for assisting OLCA Senior Leadership, in responding to inquiries received from members of congress, congressional staffs and committees, and the educational community.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience providing advice to senior leadership on issues of congressional interest, assisting in preparing leadership to engage with members of congress and their staff. 2. Experience handling congressional requests for information by receiving, evaluating and referring work to appropriate divisions and offices, or to other entities including non-federal and federal agencies/organizations.3. Experience assisting in the development of responses to formal and informal inquiries from members of congress and their staffs.Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of practical consequences of federal regulations through direct experience of the application of those regulations in the field or indirect experience of their application a close working relationship with entities responsible for their implementation.2. Knowledge of the conflict and capability of state and federal regulations on assigned areas. 3. Knowledge of regulatory issues and processes including departmental and OMB review and clearance. 4. Knowledge of the programs under the jurisdiction of the Department of Education, congressional procedure and operation including legislative oversight, appropriations activities, subcommittee and committee operations, procedures on House and Senate floors and in conference committees.
