Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance in either Indianapolis, Indiana or Washington, District of Columbia. Duties

The Communication Specialist provides leadership with advice and assistance in writing and developing communication materials and vehicles to ensure coordination and communication throughout the Agency and to external stakeholders. This position starts at a salary of $72,553.00 (GS-11, Step 1) to $113,047.00 (GS-12, Step 10) with promotion potential to $134,435 (GS-13 Step 10). Typical work responsibilities include: Overseeing, developing, and implementing a process and/or system to respond to tasking requests accurately, effectively, and timely Leading the planning, researching, writing, and editing of internal and external communications products to keep stakeholders informed about Office of Finance (OF) Budget Directorate and Customs and Border Protection (CBP) operations, programs, priorities, initiatives, and financial issues Developing, implementing, and evaluating the effectiveness of OF and CBP communications strategies, materials, and programs that support and promote enhanced engagement with OF and CBP stakeholder communities Conducting quantitative and qualitative analysis of policy, program, and financial issues to ensure that issues and concerns are addressed accurately and tactfully in both internal and external correspondence developed by OF and CBP Analyzing organizational-specific policy issues to identify and to anticipate communication needs and potential reaction from stakeholders, including congressional, non-governmental, and other OF and CBP stakeholder communities

Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, researching, writing, and editing of internal and external communications products to keep stakeholders informed about an Agency's operations, programs, priorities, initiatives, and financial issues. Overseeing, developing, and implementing a process and/or system to respond to tasking requests accurately, effectively, and timely Identifying changing policies and laws and their effect on initiatives and goals You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying communication principles, methods, practices, and techniques, analytical methods, and interpersonal relations practices Using comprehensive knowledge of a wide-range of mission-related laws, policies, regulations, and precedents applicable to the administration of public programs, policies, and practices which impact the organization and applying them in the development of communications products Effectively presenting information to increase understanding among stakeholders with varying levels of comprehension of an Agency's programs, opposing points of view, or erroneous understanding of Agency positions NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Current and former federal employees may be required to serve or complete a probationary period.
