Duties
As a/an Supervisory Affordable Housing Specialist, you will:
Develop regulations, notices, handbooks and other policy issuances for the HOME and/or HTF programs, including monitoring policy documents.
Develop policy positions with other HUD offices, including Office of General Counsel, Housing, Public and Indian Housing, Policy Development and Research, Fair Housing and Equal Opportunity and other offices in Community Planning and Development.
Make recommendations regarding policy formulation, and long-range planning in connection with prospective changes in functions for HOME and/or HTF programs; the resources to devote to the HOME and/or HTF programs; significant internal and external program and policy issues affecting the overall HOME and/or HTF program; and restructure and recast immediate and long-range goals, objectives, plans, and schedules to meet substantial changes in program policy and/or funding.
Represent the Division in meetings with key Departmental staff. Represent the Department before national conferences, OMB, Congressional staff, and stakeholder groups on specific subject areas, including explaining and defending program policies. Address stakeholder groups to describe program requirements and provide updates on current program issues.
Review work and provide supervision, direction, oversight, guidance and support to staff. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates. Give advice, counsel, or instruction to employees on both work and administrative matters. Identify developmental and training needs of employees and provide or arrange needed development and training.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Interpreting and disseminating policies, regulations, procedures, and operational processes for affordable housing programs; AND
- Administering the Home Investment Partnerships Program (HOME) or other affordable housing programs; AND
- Providing direction and guidance to staff such as establishing priorities and providing feedback on performance; AND
- Communicating programmatic matters on affordable housing to various levels of senior officials.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
