This position is located in the Bureau of the Fiscal Service, Office of Strategy and Transformation. You will be a part of an organization that promotes the adoption of innovative solutions to provide capabilities that improve the efficiency, effectiveness, and service quality within the bureau and across the entire federal community. The Chief Innovation Officer promotes a culture of innovation and establishes the Fiscal Service as a thought leader across the financial management community.
Duties
As the Deputy Assistant Commissioner and Chief Innovation Officer, you will be responsible for leading, developing and implementing transformational initiatives in financial management disciplines with potential for impacts across the federal government. Specifically, you will:
foster and communicate a shared vision for innovative solutions, capabilities, programs and initiatives;
analyze government financial operations and design solutions that streamline processes and harmonize government-wide financial data;
provide management, direction and guidance for developing and implementing new solutions, systems, initiatives and programs;
conduct complex and high-priority assignments involving extensive research and fact-finding on a variety of high-level and emerging subjects of direct and critical importance to the bureau;
partner with Fiscal Service and other federal agencies to secure the resources to launch an innovation portfolio comprised of solutions, capabilities, and technologies; and
Assist in shaping the future direction of financial management capabilities and practices in the federal government, leveraging state-of-the-art technology solutions to centralize the collection, storage and dissemination of the government's financial data to improve its financial management processes.
Requirements
- Complete a 1-year SES probationary period, unless already completed.
- Complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment (https://www.opm.gov/forms/pdf_fill/of0306.pdf).
- Complete an Executive Personnel Financial Disclosure Report annually.
- Undergo appropriate tax checks.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System (https://www.sss.gov/) or are exempt from having to so so.
- Have your salary sent to a financial institution of your choice by Direct Deposit / Electronic Funds Transfer.

Qualifications
All applicants must meet the qualifications and eligibility requirements by the closing date of the announcement.
As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement will disqualify the applicant.
Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.
The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These assessments will be made against the Executive Core Qualifications and Mandatory Technical Qualifications.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.
ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.
ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.
ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.
ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Fundamental Competencies - Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation are cross-cutting and provide the foundation for success in each ECQ.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the MTQs to be rated eligible for this position.
MTQ 1 - Driving Innovation - Demonstrated ability in successfully leading and driving strategic outcomes that integrate innovative solutions for both mission critical programs and complex business operations for a large, multi-stakeholder, geographically dispersed organization or agency. Experience in researching, developing, and implementing innovative initiatives, policies, and programs that transform government-wide financial management.
MTQ 2 - Research and Recommendation - Demonstrated executive-level knowledge and experience in overseeing complex and high-priority efforts involving extensive research and fact-finding to identify solutions, technologies, and business capabilities. Expertise in conducting environmental scans, identifying gaps and opportunities, and recommending optimal approaches that align to the agency's mission and goals.
MTQ 3 - Vision - Demonstrated executive level ability in developing and articulating a vision to shape the future direction of financial management capabilities and practices in the federal government. Experience in applying innovative theories to resolve problems and work with diverse teams to develop solutions and capabilities that result in demonstrable improvements. Demonstrated history of identifying strategic needs, developing strategic partnerships, breaking down barriers, and gaining buy-in from executive-level partners and senior leadership, resulting in a compelling innovative vision that supports business strategy.
