You will serve as a INFORMATION TECHNOLOGY SPECIALIST (SYSANALYSIS) in the INFORMATION MANAGEMET DIVISION of NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will review and analyze requirements for telecommunications services, request for new or expanded telecommunication services, and equipment for technical adequacy. You will recommend the optimum means of implementation either for existing or new government or commercial assess, or a combination thereof. You will ensure that all solutions and procurements are in keeping with Navy defined standards and all applicable instructions and laws. You will devise and manage a scheduling system for all NWDC Video Teleconferencing (VTC) needs. You will request for new or expanded telecommunication services, equipment for technical adequacy, and recommend the optimum means of implementation either for existing or new government or commercial assets, or combination thereof. You will perform in-depth analysis of existing voice, video, and data communication systems to determine what can be used or changed. You will evaluate test results, and initiates corrective actions. You will establish requirements and general planning objectives for meeting current requirements and future communication needs of the command by advising on the interpretation and application of policies and procedures

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area IAT level II within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

To qualify for a GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing mid and long-range cost estimates for programming purposes for voice, video, and data communications service requirements. Experience reviewing and analyzing requirements for new, existing and/or expanded telecommunications services, equipment for technical adequacy, as well as recommending the optimum means of implantation either for existing or new government or commercial assess. Experience planning, directing and executing programs related to procurement, management, and sales of telecommunication services. Experience performing feasibility studies in order to develop communication and information systems to meet user requirements. AND 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Listens effectively; clarifying information as needed. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Developing networks and building alliances; collaborating across boundaries to build strategic relationships and achieve common goals. Manages programs and fosters an environment that administers all resources in a manner that instills public trust while accomplishing the mission. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Expressing thoughts persuasively and using effective modes to reinforce message retention. Demonstrating ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Monitors progress and evaluating outcomes to improve organizational efficiency and effectiveness. Holding self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and ensures sound management processes and procedures are in place, ensuring that national interests are well served. Accepts responsibility for mistakes.
