Duties
As a Senior Business Analyst, you will:
Be responsible for advising and assisting the Senior Vice President concerning the complete range of responsibilities and management activities.
Interact with internal and external customers in matters concerning their participation in Ginnie Mae's Mortgage-Backed Securities programs, prepare the integration of sponsor customer requirements, and assure that Ginnie Mae's commitments to the sponsor customer are met.
Analyze business needs and requirements for proposed new business products or processes; develop and maintain information and documentation related to developing and modifying business processes and business applications; develop and enhance business applications by bringing specific business knowledge to the technical design process.
Evaluate and recommend adoption of new or enhanced approaches to deliver comprehensive business application development and management plan that is fully coordinated with all contributing organizations as it relates to Ginnie Mae's business strategy.
Provide status reports on projects assigned to the team and the Director of Program Development and Implementation, Office of Securities Operations; interface with vendors and end-users, and develop staff and business users; and communicate with technical, management, and external teams to identify and resolve problems, and negotiate compelling outcomes.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
- Developing policy or procedural changes based on applicable laws, regulations, and industry customs for the management of a program in the housing or finance industry; AND
- Leading a team responsible for using a human centered design framework to solve problems; AND
- Conducting research and analysis to identify alternative approaches to implementing new programs or products, and to identify enhancements to existing business processes; AND
- Preparing written recommendations and presenting to senior management as to the best implementation approach for new programs, policies, and enhancements to business processes and systems.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
