Duties
PRIMARY PURPOSE: To serve as a Senior Program Analyst/Liaison Officer in the Analysis Support Office (ASO), with responsibility for leading interagency support and coordinating support and de-confliction of proposed activities under the authority of SecDef-approved operations supporting national security priorities. Ensure activities supporting approved strategic initiatives remain consistent with SecDef direction and ensure ASO activities integrate DoD senior leadership guidance via regular, deliberate liaison and interaction with members of 2 and 4-star level governance bodies and their staffs, including OSD, the Joint Staff, the Military Departments, and other DoD agencies.
DUTIES:
Serves as a senior analyst and ASO liaison leading coordination, collaboration, and integration efforts for proposed and approved strategic defense initiatives supporting national security priorities. Establishes, develops, and maintains a continuous and cooperative liaison relationship between the Defense Intelligence Enterprise and senior leaders within OSD, the Military Departments, the Joint Staff, and other DoD offices.
Provides technical advice and staff support to Chief, Strategic Plans and Initiatives, and ASO Director on issues related to Defense Intelligence Enterprise support to highly complex matters related to national security activities and proposed strategic defense initiatives. Provides management consultation to improve effectiveness and efficiency of proposed activities.
Serves as the ASO focal point to Defense Intelligence Enterprise senior leaders to coordinate the integration and implementation of approved ASO policies, instructions and standards. Advises ASO leadership regarding the suitability, feasibility, and potential consequences of proposed policies, procedures, and directives.
Participates in special projects and initiatives of high priority to national security and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Proposes for leadership consideration potential areas to improve support to strategic defense initiatives, including ways to better leverage best practices to improve collaboration between the Defense Intelligence Enterprise, OSD, Military Departments, Joint Staff, and other DoD agencies.

- Incumbent must be practiced and experienced in dealing with mid to senior-ranking military and civilian officials and able to utilize tact and diplomacy on all occasions.
- Majority of work is performed in an office setting; however, the position will require official travel (~10% of time), both within CONUS and overseas.
- An undergraduate degree (BA or BS) is highly desired.
- The incumbent will be required to submit to a random counterintelligence scope polygraph.
Qualifications
CONDITIONS OF EMPLOYMENT (CONTINUED):
Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non- disclosure agreement must be signed. Employee is required to obtain and maintain a DoD- approved access to additional programs as a condition of employment.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery knowledge of the U.S. Department of Defense and the Intelligence Community - its structure; how its roles and missions are informed by strategic-level documents such as the National Security Strategy, National Defense Strategy, National Military Strategy, Unified Command Plan, Contingency Planning Guidance, etc.; and the responsibilities and inter-relation of Office of the Secretary of Defense, the Organization of the Joint Chiefs of Staff, Military Departments, Combatant Commands, and Defense Intelligence Enterprise; extensive knowledge of the relationship of the various DoD entities involved in planning and execution of sensitive military operations to effectively evaluate proposed operations and provide recommendations to senior DoD officials; extensive knowledge of the missions, roles, functions, and organization of the Department of Defense, the US Intelligence Community, and Federally Funded Research and Development Centers, think tanks, and academic institutions that support national security efforts; and extensive knowledge of the Defense Intelligence Enterprise to ensure proposed strategic defense initiatives are coordinated with the relevant offices and agencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Skill in dealing with senior-level decision- makers and their immediate staffs, and in interacting with other specialists and experts in the same or related fields.
Skill in participating in multi-disciplinary working groups and planning and contributing to the development and comprehensive reviews of DoD-wide initiatives from diverse organizations. Skill in coordinating with and building relationships with Principal/GO/FO/SES-level executives and their staffs.
Extensively skilled in communicating highly complex technical material or highly complex issues that may have controversial findings, or both, using language appropriate to specialists and/or non-specialists, facilitating the formulation of a decision.
Ability to lead and manage small, expert groups to generate ideas and analyze data in support of highly complex DoD strategic sensitive initiatives and skill in planning and directing comprehensive reviews and analyses of DoD-wide operations from diverse organizations.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
