About the Position: Serve as the Logistics Management Specialist for Military Ocean Terminal, Concord (MOTCO) Installation. Exercise staff control and supervision, including contract oversight, budget execution, Program Objective Memorandum (POM), technical guidance on installation supply, property book, transportation, and maintenance.

Duties

Responsible for developing methods and techniques to ensure effectiveness and efficiency of supported programs. Consult with Installation Program Manager on major management policies, principles, procedures, and problems affecting the installation logistics mission and operations. Implement policy, program planning, and program execution in the logistics branch. Exercise initiative and leadership in meeting and/or maintaining logistics projects and/or programs. Perform the full range of supervisory duties and responsibilities. Manage and coordinate all logistical activities for Military Ocean Terminal, Concord (MOTCO) Installation. Serve as a functional interface between the MOTCO and Contracting Office on major logistics contracts. Direct the formulation and management of the directorate-operating budget based upon knowledge of operating programs, programmed expenditures, operating costs, etc. Prepare and/or assist in the development of reports for the budget execution review, year-end reports, and cost and performance reports, control of funds and statements of review and analysis for all activities. Direct all maintenance, supply, transportation, property accountability, and other related logistical activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must complete Contracting Officer Representative (COR) training within 30 days of entering the position.
  • This position is designated Key as a Key position. See Additional Information Section for further information
  • Incumbent may be required to serve a one-year probationary period.
  • Incumbent may be required to travel up to 25% to perform duties and/or attend training.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
