This position is located in Phoenix, AZ. The purpose of this position is to serve as the Phoenix Area Deputy Chief Medical Officer, working with the CMO who is the principle advisor to the Area Director in the management of the clinical operations of the Public Health Service (PHS) hospitals, health centers, and clinics. The incumbent serves as liaison for the Clinical Directors and all Medical Providers practicing in the various facilities in the Phoenix Area Indian Health Service.

Duties

Works with the Area CMO on planning, coordinating and managing all aspects of the Area's health care delivery programs. Serves as the acting Area CMO when needed and assumes all roles of the Area CMO when the Area CMO is out of office. Sets and routinely supports policy implementation regarding the patterns of medical practice for each PAIHS facility. Supports PAIHS facilities to meet clinical benchmarks as established by the Phoenix Area IHS, IHS Office of Quality, and accreditation and regulatory bodies. Establishes as a high priority the attainment and maintenance of accreditation as a baseline of quality by The Joint Commission, the Centers for Medicare and Medicaid Services, Accreditation Association for Ambulatory Health Care and/or equivalent certification (as appropriate for the facility). Serves as a liaison for medical staff, communicating to the Area CMO their views, needs and concerns involving policy, problems, practices and procedures. Participates in reviewing actions and provides oversight and expert guidance regarding the suspension of clinical staff privileges of direct health care providers. Reports to State licensing boards on Area actions taken (suspension of privileges, removal from medical staff, etc.) which could affect the quality and/or volume of care rendered. Serves as a physician at sites in the PAIHS and may provide relief coverage at satellite health facilities in times of provider shortages. Refers patients to appropriate contract medical or other government facilities, provides full clinical information for care and diagnostic procedures that cannot be adequately provided by local IHS facilities. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): All physicians must meet all three of the following basic requirements: 1. Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country. 2. Graduate Training Subsequent to Degree - 1 year of supervised experience providing direct service in a clinical setting, i.e., 1 year internship or the first year of a residency program. This graduate training must by approved by accrediting bodies recognized within the U.S. or Canada. 3. Licensure - Active, unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the U.S. Applications will be accepted from physicians who are not currently licensed; however, if selected for a Federal appointment they must obtain a license before entering on duty. (Must submit a copy with your resume) MINIMUM REQUIREMENTS: In addition to the above, physicians must also meet the following requirements for the GS-15 level: The Incumbent must have experience with applying theories, principles, concepts, and practices of medicine sufficient to serve as an expert in all areas of medicine. Incumbent must demonstrate proof of administrative and managerial ability at a level that is commensurate with this level and position. This experience must demonstrate all of the following knowledge and abilities. Comprehensive knowledge of institutional and regional health care systems to serve as an authority in matters pertaining to health care systems clinical and management operations. Ability to communicate successfully, both orally and in writing, with a variety of people, including health care professionals, other IHS employees, tribal health boards, etc. Ability to successfully perform duties such as developing procedures, planning, organizing and monitoring studies involving analysis of data and preparing reports. Experience which demonstrates knowledge of an ability to interpret standards of accreditation such as Medicare, TJC, AAAHC, College of American Pathologists, etc. This must include ability to apply these standards to varying clinical settings. Demonstrated ability to work as a team member. SELECTIVE PLACEMENT FACTOR: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. Must possess and provide a copy of current Board Certification in the specialty of the position by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA) This position requires that you obtain and maintain medical staff clinical privileges. If they are not obtained or maintained during employment, the employee may be subject to adverse actions, up to and including removal from the Federal service. You must meet all qualification requirements within 30 days of the closing date of the announcement.
