This position is located in Phoenix, AZ and reports to the Area Director. The position has direct responsibility for the planning, management, operation, and
evaluation of comprehensive preventive and curative health programs for a four state Area, which includes Arizona, California, Nevada, and Utah.
Duties
Works with the Area Director on planning, coordinating and managing all aspects of the Area's health care delivery programs.
Sets the policy regarding the patterns of medical practice for each PAIHS facility.
Works with Service unit CEOs to approve and select Clinical Director appointments and assist with supervision of Clinical Directors, reviewing their performance and has review authority regarding personnel evaluations performed on direct health care providers by the Service Unit Director and Clinical Director.
The incumbent coordinates and ensures medical staff bylaws across the Area are consistent with and meet IHS national policy, CMS Conditions of Participation, and accreditation standards.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

BASIC REQUIREMENT(S): All physicians must meet all three of the following basic requirements:
Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country.
Graduate Training Subsequent to Degree - 1 year of supervised experience providing direct service in a clinical setting, i.e., 1 year internship or the first year of a residency program. This graduate training must by approved by accrediting bodies recognized within the U.S. or Canada.
Licensure - Active, unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the U.S. Applications will be accepted from physicians who are not currently licensed; however, if selected for a Federal appointment they must obtain a license before entering on duty. MINIMUM REQUIREMENTS, GS-0602-15, MEDICAL OFFICER : In addition to the above, physicians must also meet the following requirements for the GS-15 level: The Incumbent must have experience with applying theories, principles, concepts, and practices of medicine sufficient to serve as an expert in all areas of medicine.
Incumbent must demonstrate proof of administrative and managerial ability at a level that is commensurate with this level and position. This experience must demonstrate all of the following knowledge and abilities.
Comprehensive knowledge of institutional and regional health care systems to serve as an authority in matters pertaining to health care systems clinical and management operations.
Ability to communicate successfully, both orally and in writing, with a variety of people, including health care professionals, other IHS employees, tribal health boards, etc.
Ability to work with Tribes and Urban groups for the purpose of promoting and understanding of IHS programs and individual and group participation in planning, implementing and evaluating health programs and policies.
Experience which demonstrates knowledge of an ability to interpret standards of accreditation such as Medicare, TJC, AAAHC, College of American Pathologists, etc. This must include ability to apply these standards to varying clinical settings.
Demonstrated ability to work as a team member.

Must possess and provide a copy of current Board Certification in the specialty of the position by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA)
This position requires that you obtain and maintain medical staff clinical privileges. If they are not obtained or maintained during employment, the employee may be subject to adverse actions, up to and including removal from the Federal service.
