This position is located in Fiscal Service a the VA Southern Oregon Rehabilitation Center and Clinics (SORCC), White City, OR. The incumbent performs a specified portion or portions of the full range of budget analysis assignments. The incumbent supervises a staff of approximately 4 employees.
Duties
Major duties include but is not limited to:
Responsible for the formulation and execution of the budge for all appropriations and programs at the medical center
Develops the budget plan that includes FTEE and workload as well as monetary plans
Analyzes and forecast patient programs, services offered, employee turnover and new technology when detailed in historical data is scanty or unavailable
Monitors all changes to the budget plan thorough out the year
Monitors actual financial, workload and FTEE against the plan; identifies potential problem variances and reports to the supervisor
Continually advises supervisor on action necessary to meet end-of-year targets
Ensures control point clerk and officials remain on track to meet their budgets by monitoring the rate of expenditure of budgeted funds and by communicating with program officials
Identifies and analyzes trends in the receipt, obligation or expenditures of funds to assure that the plan s are met timely
Provides data to the Resource Management Committee and Position Management Board to assist in decision making for the resources of the facility
Analyzed funding request submitted and makes recommendations on agenda items to the supervisor
Tracks approved funding actions
Provides services with data on their funding requests
Provides budgetary assistance to administrative officers or others with special purpose funding responsibility
Develops budget estimates to be used to answer Request for Proposal or Grant Funding opportunities for new programs
Provides a variety of reports related to the status of funds, FTEE and workload to upper management
Prepares and submits required Budget Reports to the supervisor for VISN 20 and VACO requests and suspenses
Provides technical assistance to lower level budget section staff including training and production of the Budget section of the Fiscal Service and coordinates the assigned functional activities to produce quality products
Reviews the obligation and expenditures of funds to ensure that funds are used in accordance with all governing laws and agency policies and regulations

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulation and execution of the budget for all appropriations and programs; Monitors actual financial, workload and FTEE; Performs variance analyses monthly and quarterly and makes regular salary and FTEE projections; Analyzes funding requests submitted and makes recommendations on agenda items; Provides data to the Resource Management Committee and Position Management Board to assist in decision making for resources of the facility; Provides budgetary assistance to administrative officers or others with special funding responsibility; Provides a variety of reports related to the status of funds, FTEE and workload for upper management; Supervises a staff providing technical assistance to lower level budget section staff providing technical assistance including training and production to produce quality products; Ensures facility financial records are complete and properly recorded with adequate supporting documentation; Monitors salaries, service care lines burn rates and other internal and external expenses to provide accurate surplus/deficit reports throughout the fiscal year. Experience must be clearly outlined in your resume to to be creditable.
