This position is located in the Resources Management Service at the VA Southern Oregon Rehabilitation Center (VA SORCC) & Clinics. The incumbent is responsible for all budgetary aspects of the VA SORCC, White City, OR, Grants Pass CBOC, Grants Pass Vet Center, Klamath Falls CBOC, VISN CIO, which includes planning, monitoring, analyzing and evaluation of current and past performance of historical expenditures and staffing, including funding adjustments to facilitate changing requirements.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11, however a selection can be made at any of the following grade levels: GS-07, GS-09 OR GS-11. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. At the GS-09 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-11.
Major duties include but are not limited to:
Performs budget formulation including detailed analyses and estimates of annual funding needs for one or more future budget years for large internal program areas
Provides management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds
Resolves difficult problems of prediction and forecasting due to fluctuation of costs for services or products
Submits estimates for consolidation into an integrated budget
Prepares a budget call package to all control point officials annually for the new fiscal year
Sends to services various accounting and budget reports to assist with fund control point budget projections
Prepares justifications for estimates to be used in the presentation of the annual budget and FTEE levels
Participates in budget presentation for assigned portions of justifications for a substantial portion of the center's budget
Prepares a bi-weekly budget briefing report, which includes projection of FTEE, Salary cost, Fund Control Point (All Other) needs, plus other accounts
Develops narrative and statistical material and complies related background information in support of requested program budgets or concerning the facility's current budget
Performs studies and audits on control and use of modeled and non-modeled allocations and special program funds throughout the year
Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations
Compiles and coordinates the presentation materials for assigned area of the budget
Analyzes and evaluates the effects of program plans and budget issues through the use of cost-benefit analysis tools, and advises managers of the most advantageous courses of action
Monitors continually the control point expenditures in relation to planed levels
Prepares reports of analysis, making recommendations for remedial action
Identifies differences between current spending and the projected estimate
Prepares a variety of reports including the RMS Management Report related to the status of funds, expenses, obligations, FTE and workload
Reviews progress of all obligations and maintains sufficient familiarity with operating and financial programs to make early recommendations for reprogramming actions
Works closely with operating officials in developing reprogramming requests
Prepares salary and FTEE projections utilizing the Austin FSC and VISTA and ACCESS databases
Monitors FTEE and costs associated with staffing
Prepares and submits all budgetary input coding to Austin DPC through local IFCAP or Austin Financial Management Systems (FMS)
Train's facility staff in budgetary procedures including computer programs related to financial management
Assist the facility CFO in closing out the fiscal year and ensures that all expenditures are within program allocations
Performs other related duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For the GS-07 position you must have served 52 weeks at the GS-05.
For the GS-09 position you must have served 52 weeks at the GS-07.
For the GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: In a developmental capacity, Gathers extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data needed in the formulation and presentation of budget requests; Crosschecks the accuracy of budget and program data in related budgetary forms, schedules, and reports; Compares figures in current estimates of funding needs by line item or object class with prior year expenditures; Prepares preliminary budget estimates and reviews justifications; Receives, screens, and recommends approval, disapproval, or modification of budget execution documents. OR,

Applicants may qualify based on superior academic achievement: Applicants must be in the upper third of their graduating class; OR have a GPA of 3.0 or higher; OR be a member of an Association of College Honor Societies. Education requirements:GS-7:
- Education: To qualify based on education for this grade level you must have successful completion of one (1) full year of graduate-level education (18 semester hours). This education must be obtained in an accredited college, college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
- Superior academic achievement (S.A.A.) -- This provision recognizes students who have achieved superior academic standing as evidenced by one of the three methods described below. It is to be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum related to the position. (TRANSCRIPTS REQUIRED).
- S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must be obtained in an accredited college, college or university. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
GS-11:
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must be obtained in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond the second year, or 36 semester hours of graduate level education.
