This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions and Cyber Security and related positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Operations Research & Study Analysis (ORSA) Specialist responsible for development of ORSA and mathematical methodologies and conduct of assessment of complex studies using statistical analysis.
Duties
Extract data from various automated reporting systems; thoroughly and effectively analyzes data; and prepares reports, charts, briefings, and other products.
Provide statistical data analysis, programming, mathematical optimization, simulations, database development and understands/has access to authoritative human resources data systems.
Conduct operations research/mathematical methodologies to analyze current human resources processes/policies and organizations.
Serve as an Operations Research and Study Analysis (ORSA) Specialist responsible for development of ORSA and mathematical methodologies and conduct of assessment of complex studies.
Develop products which cover all aspects of the assigned problems, identifying critical problems, and suggested solutions.
Serve as advisor on problems involving application of operations research and systems engineering skills to analyze materiel and human resources systems.
Perform analysis in support of the human resources enterprise at the strategic operational level.
Evaluate the results of efforts and integrates them into a coherent study report, information paper or briefing.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-12: One year of specialized experience which includes 1) Applying operations research techniques, statistical analysis and mathematical methodologies to analyze material and human resources systems; 2) Performing studies of issues arising in such subjects as case development processes, training, and workforce development; AND 3) Developing procedures for investigating and resolving problems relating to human resources matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education: Successfully completed a Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Operations Research (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: Specialized experience as described in A, but less than one year; and I have at least two years of progressively higher-level graduate education as described in B but have not obtained a Ph.D. or equivalent doctoral degree. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
Specialized Experience for GS-13: one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes 1) Conducting assessments of complex studies using statistical analysis concerning an organizations human resources enterprise; 2) Analyzing human resources processes/policies through operations research and mathematical methodologies; AND 3) Applying operations research techniques to generate and evaluate alternative solutions to support informed decision-making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13 Level, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
