This position is located in the Farm Service Agency, Deputy Administrator for Field Operations, located in Washington DC.
This position provides assistance to the Deputy Administrator for Field Operations (DAFO) and other staff. The incumbent is responsible for supporting administrative support services, budget management, project and contract accounting, project management tracking, scheduling and coordinating of all meetings and travel, and control/tracking of daily correspondence.
Duties
Manages the various administrative processes within the office and ensures that procedures meet office needs and are consistently understood and followed by the staff.
With considerable independence, prepares and monitors program area budgets for travel, training, awards, division/program area credit cards, etc.
Analyzes and evaluates various administrative program activities involving testing, data downloads, reporting, and other related processes and procedures.
Manages a variety of project accounting and documentation functions which include: Creating and managing official records for contractor performance; monitoring and tracking project obligations and expenditures.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 08/20/2024 including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade leve1 and one year at the GS-09 grade level for consideration for the GS-11 grade level).
Specialized Experience (GS-9 level): To qualify for the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
Assisting in projects or studies related to administrative business operations and programs;
Gathering and analyzing organizational data to recommend improvements to planning processes, performance, or organizational effectiveness and efficiency;
Producing analysis reports ands spreadsheets to support business operations.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Any Field of Study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience (GS-11 level): To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
Performing assignments, projects or studies related to administrative business operations and programs;
Providing administrative management support based on knowledge of mission and function, goals and programs;
Participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Any Field of Study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
