Duties
You will execute effective finance and accounting operations.
You will apply automated data processing techniques and procedures both directly and indirectly related to the financial management system related to accounting and budget processing.
You will examine a variety of documents, records and accounting/budgeting reports to ensure compliance with policies, new operating procedures and revised regulations.
You will review and analyze data related to annual budget submissions, reimbursable funding actions, assuring obligations and expenditures occur in a timely manner in accordance with program budgets.
You will review and analyze office input for conformance with applicable policy, instructions, and guidance.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain a TOP SECRET interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field K-Business-Financial Management Level II. Certification is required within 24 months of appointment.
- This position may require travel (25% or less) from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, organizing, and implementing financial and budget management policies and procedures, making financial recommendations, and ensuring compliance with financial policies, new operating procedures and revised regulations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
Experience can be substituted with the following education:
- Successfully completed a Ph.D. or equivalent doctoral degree OR
- Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR
- Successfully completed an LL.M. degree that is related to the position being filled
Experience and education can be combined to equate to one year of qualifying experience. Percentage of the required education plus percentage of the required experience must equal one hundred percent.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown above meets the requirements for the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
