About the Position: Serve as an Archeologist for the U.S. Corps of Engineers Regulatory Division office located in Mobile, AL .This position serves as the District coordinator and technical authority on archaeological, paleontological, and cultural resource matters relating to or affected by District water resource development programs. The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location.

Duties

Serve as the District technical expert on cultural resource management for all Planning and Operations functional activities Staff specialist and technical authority on archaeological, historic, and cultural resource matters relating to or affected by District water resource development programs. Knowledge of administrative tasks, techniques, and procedures required for implementation and oversight of the cultural resources program. Knowledge of the theories, practices, methodologies, and techniques of archaeology, anthropology, and cultural resources management. Conduct field investigations; prepares, reviews, and coordinates report and information necessary to ensure work authorized under the Department of the Army and Regulatory Program are in compliance with all applicable laws and regulations. Ability to communicate and engage members of the public, stakeholders, tribes, and resource agencies. Developing new solutions to complex or novel archaeological problems. Ensure that coordination, often of a delicate or sensitive nature, is properly conducted with government agencies and special interest groups. Must establish and maintain effective liaison with local ethnic and cultural interest groups within the District and ensure that Corps water resource development projects and activities are thoroughly coordinated with them. Prepare reports documenting anthropological/archeological/ and compliance with federal cultural resource directives. Prepare MOAs and MOUs as necessary to include plans for mitigation action. Ability to communicate and engage members of the public, stakeholders, tribes, and resource agencies. Conduct awareness programs for Federal employees, archaeological and historic societies, and civic groups. Ability to communicate and engage members of the public, stakeholders, tribes, and resource agencies. Provide technical expertise on archaeological, historic, and cultural resources for Regulatory Division and will use qualifications as a professional archaeologist meeting the Secretary of the Interior's Standards, experience in.... Education - Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school. OR B. Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archeological field school). OR C. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR D. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Requirement GS-11: One year of specialized experience which includes:1) Conducting cultural resources studies to identify archeological, historical, and environmental impacts on project areas; 2) Ensuring compliance with the requirements of the National Historic Preservation Act; AND 3) Preparing supporting documentation concerning the protection of historic and cultural sites. Specialized Experience Requirement GS-12: One year of specialized experience which includes: 1) Conduct National Historic Preservation Act Section 106 reviews for Clean Water Act Section 404 and Rivers and Harbors Act of 1899 permit activities. 2) Apply a wide range of archeological or scientific theories, principles, concepts, standards, and methods to resolve unique or novel cultural problems conditions, or issues; 3) Provide expert advice to leadership and/or agency officials responsible for broad program operations; 4) Execute significant cultural projects affecting the welfare of the public and/or the sustainability of cultural resources in the human environment. and 5.)Develop project work statements, cost estimates, and/or schedules for historic preservation projects, such as archaeological or built environment surveys and studies; planning or performing archaeological surveys and/or excavations following Secretary of Interior standards or applicable State and Federal historic resource laws and regulations; performing archival research.
