About the Position: Serves as District Coastal Technical Specialist in coordinating National Environmental Policy Act efforts pertaining to Civil Works and/or Military Programs. Relates policy and programs of Environmental Protection Agency, U.S. Fish and Wildlife, National Marine Fisheries Services, State Agencies, and etc. to District as applicable to both civil works and military projects.

Duties

Serve as the Chief of the Coastal Environmental Team to all elements of the district that relate to civil works environmental projects and/or the military program. Conduct navigation studies, coastal/flood storm risk management studies, and/or environmental restoration studies by performing in-depth National Environmental Policy Act compliance activities. Lead a matrix team of administrative, professional, and/or technical individuals in the fields of biological, physical, chemical sciences, and environmental compliance. Plan, design, direct and/or manage all aspects of environmental compliance for civil works and/or military projects. Oversees environmental compliance for routine operations and maintenance of federally authorized coastal navigation projects. Maintain contact with stakeholders and/or seek new customers that will enable environmental initiatives within the district, Federal and state regulators, special interest groups and the general public.

  • This position requires Travel up to 25% of the time.

(3) Coordinate with regulatory, local, State, and/or Federal agencies to obtain environmental permits and certifications required for civil works and/or military projects. (4) Prepare environmental impact statements, environmental assessments, and/or related documents. (5) Prepare public notices and assist in the preparation for public hearings relative to environmental compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
