This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Senior Contract Specialist responsible for pre-award and post-award functions for a variety of contracts to include large-scale and/or complex procurement of services, equipment, and/or construction for the Alaska District and other Government agencies.
Duties
Assists contract administration offices in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed.
Reviews requests for the procurement of complex equipment, services, and/or construction.
Negotiates contract modifications.
Provides technical advice, guidance and training to junior contract specialists in the division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires Defense Acquisition Workforce (DAWIA) Certification within 6 months of employment.

You will receive credit for all qualifying experience, including volunteer experience. Management may select any grade level announced for this position with noncompetitive promotion to the GS-12.
Basic Requirement for Contract Specialist
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualification GS-11
Specialized Experience: One year of specialized experience which includes: providing business advice to customers and performing all pre-award/post-award functions using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction and monitoring contractor's performance to ensure compliance with contract requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Minimum Qualification GS-12
Specialized Experience: One year of specialized experience which includes: serving as a contract specialist for pre- and/or post-award functions for contracts and/or grants/cooperative agreements such as, but not limited to, procuring a wide variety of products and services; preparing awards and modifications, performing price/cost analysis; monitoring contractor's performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone for the GS-12--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
