The purpose of the position is for the incumbent to serve as the Deputy Assistant Secretary (DAS)/Director for H-CORE which is a critical executive position that leads the Center responsible for providing strategies that will enhance and accelerate the internal collaboration and coordination of sub-Stafford Act response requirements during infectious disease outbreaks and other public health emergencies by leveraging technical expertise in strategic operational and logistical execution.

Duties

ABOUT THE POSITION The incumbent of this position will manage an operational budget of approximately $15M+ for the organization and is responsible for providing strategies that will enhance and accelerate the internal collaboration and coordination of sub-Stafford Act response requirements during infectious disease outbreaks and other public health emergencies by leveraging technical expertise, industry agreements, contracts and planning. Directs the design, development, and implementation of resource policies, programs, and systems to monitor monetary expenditures for H-CORE. Responsible for senior-level oversight of and participation in various working groups, including Federal entities and industry partners to support the full spectrum of the operation. Expert executive, managerial and diplomacy skills to represent the H-CORE in discussions and negotiations of matters involving the government's sub-Stafford Act response programs to infectious disease outbreaks and other public health emergencies and future supply and distribution missions. Approves management concepts necessary to the assignment of resource responsibilities and achievement of optimal management of assigned dollars and human resources. The incumbent also develops and approves the specific direction on the utilization of assigned program resources in consonance with ASPR priorities. Develops and approves goals and objectives to be achieved, analyzes program accomplishments, and re-directs programming, as required. Represents supply, production, and distribution (SPD) in coordinating and negotiating resource issues with higher authorities and other ASPR Centers. Coordinates the resource management functions to integrate financial and program management, statistical reporting, program review and analysis, program delivery and improvement, and economic analysis of SPD of assets to support sub-Stafford Act response activities to infectious disease outbreaks and other public health emergencies. Continuously assesses organizational strengths and weaknesses and supports open relationships, teambuilding, feedback, and related productivity factors. Provides timely notifications to Agency officials of all significant actions and developments, including but not limited to those related to regulatory matters, legislative matters, budget matters, reports, initiatives, and events and ensures subordinate managers do the same. Demonstrates a commitment to actions in support of the ASPR's vision and goals. Exercises leadership to ensure that all programs under the incumbent's direction reflect the principles of workforce diversity in their management and operation in such areas as recruitment and staffing, employee development, staff assignments, and communications. In addition to demonstrating personal commitment to the objectives of workforce diversity, the executive ensures that subordinate supervisors and managers recognize the importance of their diversity enhancement responsibilities and applies principles that will result in an inclusive and diverse workforce.   • In order to qualify for this position, you must be able to obtain a Top-Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
  • You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.

  • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.
  • Executive qualifications must be approved by OPM before appointment can be effected. If you are selected, you will be responsible for working with an HHS Executive Consultant, or QRB Writer to develop an ECQ narrative for submission to OPM

Qualifications

Open to all groups of qualified individuals from the public. Current employees within the Federal civil service. Career SES and SES reinstatement eligibles. SESCDP graduates may also apply for noncompetitive consideration. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below.
