The primary purpose of this position is to serve as Intelligence Force Manager for 9 AF (AFCENT) Intelligence Directorate (A2). Intelligence Force Manager ensures 9 AF (AFCENT)/A2 has the intelligence manpower with the required readiness and deployment information required to train, deploy and employ active duty and Reserve component members for combat.

Duties
Manages HQ 9AF (AFCENT)/A2 personnel actions and deployment requirements in support of CENTCOM operations and contingency plans.
Analyzes plans and programs support for intelligence force management requirements in the 9 AF (AFCENT) AOR. Monitors requirements within the AFCENT AOR. Works with appropriate personnel to ensure requirements are validated and staffed to necessary levels. Plans, programs and manages the administrative process.
Serves as the 9 AF (AFCENT)/A2 functional point of contact for day-to-day management of actions affecting 9 AF (AFCENT)/A1 Civilian, Guard, Reserve/Individual Mobilization Augments (IMAs) intelligence manpower requirements.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Personalist experience meeting the definition in AFI 36-3802 (Force Support and Readiness Programs), DAFI 36-129 (Civilian Personnel Management and Administration) and DAFMAN 36-2114 (Management of Air Force Reserve IR and Full time Support).
Qualifications
This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge on many fronts of Intelligence planning, personnel resource management, programming, and AF Reserves, knowledge of command operational and AF intelligence requirements; knowledge of principles, concepts, techniques, and methodology pertaining to program analysis; personnel; programming, resources, and staffing; knowledge of 9 AF/HQ 9 AF (AFCENT) organization, AOR organization, programs, missions, and functions of Air Force organizations; knowledge of Air Force intelligence structures, concepts and responsibilities; knowledge of classified material handling directives and practices.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of principles, concepts, techniques, and methodology pertaining to program analysis; personnel; and programming, resources, and staffing. Firm knowledge of the principles, concepts, methods and techniques of program analysis, resources, and staffing sufficient to perform independent assignments of moderate to complex difficulty. -
2. Knowledge of 9 AF/HQ 9 AF (AFCENT) organization, AOR organization, programs, missions, and functions of Air Force organizations to contribute to studies to determine manning and skill levels to staff installation activities. Knowledge of Air Force intelligence structures, concepts and responsibilities. Knowledge of classified material handling directives and practices.
3. Knowledge of DOD and Air Force military and civilian structures, and Air Reserve/Guard components. Knowledge of force management and DOD, Joint, and Air Force management and personnel principles and concepts, mobilization concepts, Reserve activation and augmentation procedures.
4. Skilled in applying analytical and evaluation techniques to the identification, consideration, and resolution of issues or problems concerning the effectiveness of program operations.
5. Ability to communicate both orally and in writing, using state-of-the-art computer and software programs; articulate the goals, objectives, and performance standards expected by upper-level management
6. Able to perform effectively during condensed deadlines, contribute to the planning of staff functions of a small medium organization. Ability to be discrete handling personal data.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
